- The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include the Investment Officer – Financial Intermediaries (Individual Consultant) assignment for a period of four (4) calendar years from contract commencement date. The objective of the assignment is to support the closure of the ASCENT & RIFF projects to support the Trade Finance and Project and Infrastructure Finance teams. The Consultant will play a key role in supporting the successful implementation and financial closure of investment opportunities under the ASCENT and RIFF projects. This includes business development, transaction structuring, appraisal, execution, monitoring, and reporting of investment transactions, with a focus on financial institutions and sustainable infrastructure projects.

- TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are:
- A minimum of a master’s degree in business administration, Accounting, Banking, Finance, Economics, or related field
- A minimum of 7 years general working experience in Finance with a Development Finance Institution, a Commercial Bank or Financial Advisory Firm
- A minimum of 5 years of specific experience in project finance and/or corporate finance with expertise in managing financial institutions transactions.
- Specific experience in financing renewable energy, infrastructure, or distributed energy systems is required.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
