- Identify, define, and validate with project/program key stakeholders a set of appropriate and useful performance indicators;
- Create an M&E framework, beyond the high-level Results Framework, for the Gambia RISE Project, to identify sources of relevant data and the processes for data management;
- Assist in defining information management objectives and initiatives;
- Outline procedures for reporting and data use, including M&E in annual work plans;
- Provide input on projects/programs’ M&E system;
- Review and ensure the quality of the M&E section of projects/programs’ annual work plans;
- Liaise closing with the M&E officers on each component to help them to understand, interpret, and utilize performance indicators and reports;
- Assist the CPCU and IEs to establish a system for the sharing of project/programs information;
- Create and adapt data collection tools for training, needs assessment, follow-up, and evaluation;
- Provide technical assistance, training, and instructional materials to IEs
- Liaise with key staff of the project implementing unit and stakeholders to ensure effective management of M&E efforts and successful achievement of projects/programs objectives;
- Conduct regular field visits to oversee the implementation of M&E activities, and identify where and how M&E practice requires improvement needs;
- Analyse and prepare summary reports by project/program based on the M&E results;
- Oversee consultants/ firms assigned to conduct M&E activities, and liaise with them closely to ensure that research studies are of high quality. • Meet regularly with the project/program managers to discuss data results and plan steps to build on strengths and address weaknesses;
- Assist the Central Fiduciary Unit in establishing and maintaining procedures for capturing and disseminating monthly, quarterly, and annual project/program reports Work closely with projects/programs’ Information and Communication Specialists to ensure that project results and reports are properly disseminated to the public. • Work closely with other development partners to identify areas of collaboration and knowledge sharing;
- Work closely with project/program managers to prepare evaluation schedules;
- Work closely with project/program managers to design and prepare outcome- and impact-level evaluation schedule of activities; • Qualification Requirements
- Minimum of a bachelor’s degree in the social sciences closely related to project management, or economics, or public administration, or equivalent. • A Master’s degree in project management, economics, public policy, public administration, or equivalent would be an added advantage
- At least five (5) years of working experience as an M&E Specialist or related areas. • Three (3) years of experience in a Multilateral Donor Funded Project will be an added advantage. • Experience in the analysis of quantitative and qualitative data
- Proficiency in the use of computers including Word and excel processing, presentation, and spreadsheet applications. • Ability to find and communicate accurate information concerning processes, policies and procedures to project stakeholders. • Excellent written and verbal communication, and presentation skills. • Have good analytical thinking, problem-solving skills, leadership abilities, interpersonal skills, and adaptability. • Knowledge of M&E software and data analysis tools (such as SPSS, STATA), or database management skills will be an added advantage • Submission of Expressions of Interest: The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines.
