The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for a Monitoring and Evaluation Specialist.

The consulting services (“the Services”) include serving as the main focal person for all monitoring and evaluation related activities for the program. The M&E Specialist will coordinate, support, and strengthen implementation of M&E systems and practices across all components of the program in line with the Results Framework. A critical aspect of the role will be to track, analyse, and report on the achievement of the Disbursement Linked Indicators (DLIs), given that the unlocking of resources under the PforR modality depends on DLIs achievement.

The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria are:

  • A minimum of a Master’s Degree in Statistics, Economics, or any field that is related to Economics and Statistics.
  • Minimum of 5 years of progressive work experience in project planning, monitoring and evaluation. Experience with donor funded projects implemented by the Government and experience in conducting and managing monitoring and evaluation activities in the education sector.
  • Strong skills in data analysis using MS Excel, SPSS, Stata and equivalent packages.
  • Strong report writing and computer skills (MS Office: Word, PowerPoint).
  • Excellent technical skills in socio-economic research and program and project performance assessment.
  • In-depth demonstrated knowledge and experience in monitoring and evaluation of development project activities.
  • Strong communication (oral and written) and facilitation skills, ability to establish and promote good working relationships and effective teamwork with colleagues and stakeholders in a sensitive environment.
  • Ability to respond quickly to requests for information.
  • Proven organizational and networking skills, and ability to work in multi-cultural team environment.
  • Ability to promote a culture of knowledge sharing and learning.
  • Results driven, initiative-taking and able to plan, organize work and set priorities.
  • Fluency in written and spoken English.

The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
