CONSULTANCY SERVICES FOR MONITORING & EVALUATION (M&E)
SPECIALIST

- The Government of the Republic of South Sudan has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP), and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include: to ensure overall coordination and leadership for monitoring and evaluation function of the project. The Consultant shall be responsible for ensuring accurate and comprehensive data collection and analysis of results to report on progress towards the achievement of project objectives. The role shall also support synthesis of learnings under their project and their dissemination to influence national programming. The M&E Specialist will work with the Ministry of Information, Communication Technology and Postal Services (MICT&PS) PIU to implement the EA-RDIP M&E framework, requiring the efficient implementation of a Management Information System (MIS)-based M&E platform for collecting information on project activities and assist with analysis for evidence-based decision making for project improvements. The consultant is expected to support in the tracking and reporting on indicators as provided in the Results Framework and using the project MIS platforms; Kobo collect and Power BI.

- The Ministry of Information, Communication Technology and Postal Services (MICT&PS) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
- Holders of Master’s Degree in any of the following fields: Monitoring and Evaluation, Statistics, Economics, or any other related subjects from a reputable University,
- At least (ten) 10 years’ work experience in the role of monitoring and evaluation with at least 5 years’ experience working in large-scale projects, preferably World Bank-funded projects,
- Demonstrated experience in M&E work in the ICT sector in key areas of interconnectivity, digitization, and telecommunication sectors is an advantage,
- Demonstrated experience of at least 5 years in development of comprehensive M&E framework for similar large-scale projects, including data collection and processing, analysis, and management of large-scale surveys,
- Possession of additional training in impact evaluations, research methodologies, and familiarity with the operation and use of ICT in monitoring and evaluation will be an added advantage.
- The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
- The initial duration of the consultancy services is twenty (24) months, and can be extended for further duration subject to satisfactory performance and availability of funds.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations.
