  • Project Background 1.1 Project Description

Somalia - Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety. For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.

The MoPWR&H/SHIIP PROJECT is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Monitoring & evaluation Specialist. Owing to this, The Ministry of Public Works, Reconstruction and Housing/SHIIP project now invites eligible individual consultants to indicate their interest in providing the services.

2.RESPONSIBILITIES:

The Monitoring & Evaluation Specialist will Play a leadership and advisory role to the PCU team, MPWR&H, beneficiary Ministries, FMS in handling Monitoring and Evaluation activities and issues. He/She will be responsible for developing a work plan for the assignment and submit to the Project Coordinator for review & revise the work plan in collaboration with the Project Coordinator, as needed. Design and deliver appropriate Monitoring and Evaluation training programs to the Monitoring and Evaluation Officers in the MoPWR&H, beneficiary Ministries and FMS and also provide on-the-job Monitoring and Evaluation support as needed in close collaboration with the World Bank Monitoring and Evaluation Specialist. He/she will Work closely with the World Bank, External Monitoring Consultant/Agent, design Consultants and project/subproject stakeholders to ensure that data collected for purposes of performance evaluation is credible and of high quality. Ensure that the TOR for external M&E consultant/agent is aligned with the project PAD Result Framework and the project end for end-line survey. Ensure that Project results and achievements are documented through publication of quality reports and outreach materials including project Monthly Bulletin and brochures, both in English and /or Somali languages. In this regard the Monitoring and Evaluation Specialist will collaborate with the Communications Specialist. He/She will Participate in: i) preliminary validation workshop to validate preliminary engineering designs/studies and reports; and ii) final validation workshop to validate detailed engineering designs/studies, draft final reports, draft bidding documents, technical specification, etc. In collaboration with the Projector Coordinator and Consultants, ensure that project documents, study reports, tender documents, are timely and properly delivered. He/She will Liaise with the World Bank in setting quality and assurances measures. Inform the World Bank and the Government of any event likely to affect or delay the progress of the project. He/she will fulfil other functions and responsibilities as requested by the Project Coordinator and as envisaged within the scope of the Grant and Legal Agreement, Project’s Operations Manual and other related documents. The Monitoring and Evaluation Specialist will report to the SHIIP Project Coordinator.

3.SELECTION CRITERIA

  • University Bachelor’s Degree in Engineering, Economics, Business Administration, Development/Social Study, Statistics or a related discipline from a recognized university and at least 8 years’ work experience. OR, Masters’ degree in Engineering, Business Administration, Project Planning and Management, International Development, Monitoring and Evaluation, Economics from a recognized university and at least 6 years’ work experience.
  • At least 6 years’ experience working with monitoring and evaluation in fragile or conflict affected development contexts.
  • Experience in low-income or lower-middle income countries[1]on at least two infrastructure, trade, economic integration, or investment planning projects with a combined duration of at least 3 years.

3., REPORTING

The Monitoring & Evaluation specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SHIIP project.

  • INDICATIVE ASSIGNMENT TIMEFRAME

The work assignment, under this term of reference, involve full-time consultancy services for a period of three (3) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Monitoring & Evaluation Specialist, budget availability and operational needs, as determined by the Bank.

  • SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
