This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on4th July 2014.

The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the National Accounts Specialist consultancy service.

The assignment will last for a period of 4 Months with an option for extension subject to satisfactory performance expected to start January 2016.

The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR)that are stated under the scope of the assignment below.

Scope of the assignment:

The Consultant shall do everything necessary to assist the National Bureau of Statistics to achieve the objectives; and in so doing, shall carry out all necessarytasks, including but not necessarily limited to the following:

i. Provision of Training:

The primary task of the national accounts consultant is to provideon the job (hands on) training to selected statisticians from the National Bureau of Statistics as well as from the Ministry of Finance andCentral Bank of South Sudan. The training will be based on the recommendations contained in the 2008 SNA and best international practices in the area of national accounts statistics. The trainings shall include important aspects of national accounts statistics including the conceptual issues involved, coverage and classification of activities, data requirements and possible sources of data as well as methods of estimation of output and value added at both current and constant prices. The training is expected to include but not limited to the following items:

ii. An Overview on the System of National Accounts

Historical developments, uses of SNA, the production boundary and documentation matter for national accounts beginners etc.

iii. Preliminary Estimates of GDP by Industrial Activity

The training covers all industrial activities and sub-activities as per ISIC IV. It involves discussions on classification, activity coverage, data needs and estimation methods. The hands on training on the compilation of output, input and value added uses actual data from the country wherever possible If data are not available expert judgment or borrowed ratios and structures from other similar economies could be used.

iv. Expenditures onGDP

The training under this item covers all the expenditure components of GDP (household consumption expenditure, government consumption expenditure, gross capital formation and net exports) and it will be conducted in the manner detailed in item (ii) above.

v. An Orientation on Supply and Use Table

The purposeof this part of the training is to introduce trainees on the underlying concepts, compilation methods and uses of SUT including its application in national accounts statistics.

vi. Draftingof Compilation Manual

At the end of the consultancy assignment the consultant is expected to consolidate the training notes used and produce compilation manual for future reference.

Selection Criteria:

The candidate should have following qualifications and experience:

(a) Post graduate degree in Statistics, economics or other relevant field of study.

(b) At least ten years of experience in research, teaching or practical experience in compiling national accounts statistics.

(c) Has knowledge and usage of statistics application software;

(d) Practical experiences in advising the creation and development of National Accounts;

(e) Demonstrates significant experience in preparation of National Accounts, capacity building, training, strategy development, applying technical solutions to address programmatic issues and implementation; and

(f) Demonstrates strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in written in English.
