- This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on 12th May 2023.
- The Government of the Republic of South Sudan has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the services of a national Environmental Risks Management Officer.
- The objective of the assignment is to engage the services of a national Jnr. Environmental Risk Management Officer to support the Project Implementation Unit (PIU) on environmental risk management compliance under the national and the World Bank Environmental and Social Framework (ESF). The Officer is to ensure environmental and social aspects are sufficiently integrated across all project components and that risks and impacts arising out of project implementation are adequately mitigated, as well as participate in building the technical capacity of staff within the implementing agencies.
- Responsibilities: The expert will support the overall environmental risk management, particularly during the design reviews, feasibility studies, preparation of Terms of References (ToRs), quality assurance of reports, studies and or assessments and the regular monitoring and supervision of all risk management activities in the project. In close collaboration with the project team, the Officer will regularly update the Safeguards team and the Project Lead on the status of ESIA/ESMP implementation, emerging environmental issues and challenges for suitable mitigation measures to avert adverse impacts. Additionally, the Officer will be required to perform such other related duties as may be assigned by the project lead or focal person from time to time in continuation of the above responsibilities. Finally, the expert shall be based in the Ministry of Transport, Directorate of River Transport, with frequent visits to the Ministry of Roads and Bridges and other implementing agencies.
- Selection Criteria: The selection shall be conducted based on the qualifications and experience of the candidates, followed by an interview of the most successful candidates. The candidates must have (i) a minimum of a bachelor’s degree in environmental engineering, environmental sciences, environmental planning and management, environmental studies, conservation biology, or a related environmental field from a recognized institution of higher learning. A Master’s degree in a relevant environmental field will be an added advantage. (ii) Professional accreditation in the candidate’s country of regular professional practice is desirable; (iii) At least 3 years of working experience in environmental impact assessments, environmental risk management, ESIA/ESMP, occupational health and safety, and ESIA/ESMP compliance monitoring for road development project (iv) Experience in at least one similar assignment involving feasibility studies, detailed engineering designs, environmental and social impact assessments, environmental and social screening, and Environmental and Social Impact Assessments preparation and implementation for infrastructure projects in the region, and (v) Should be conversant with the laws and policies of the Government of South Sudan on environmental impact assessment and occupational health and safety.
- Duration: The assignment will be for twelve (12) months, with an option for extension subject to satisfactory performance.
- The Ministry of Transport now invites eligible individual consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the curriculum vitae (CV) in the prescribed form that will be provided with the TOR upon submission of the application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016; and revised November 2017, July 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
