The Gambia Ministry of Health has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes services to recruit Two Peadiatric Nurse Tutors to provide training and mentorship to residents, and other health professionals in anesthesia in the Gambia. The project is a USD 80 million grant which will support the implementation of the Gambia Essential Health Services Strengthening Project which has three components.
The Ministry of Health Projects Coordination Unit now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the individual.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (CS) method set out in the Procurement Regulations.

TOR FOR THE POSTGRADUATE DIPLOMA PEADIATRIC NURSE TUTOR
- Background Information
The Department of Nursing and Reproductive Health was created in 2005 as part of reforms of the Strategic Management Structure of the University of the Gambia. It was built on the B.Sc. in nursing programme that was initiated in 1999 at the commencement of the university as the first educational programme in the Gambia to prepare nurses under a university structure. Since then, the Department has endeavoured to offer programmes that reflect current practices and policies mainly in general nursing and has graduated a significant number. However, there are limited opportunities for specialization in country such as peri-operative nursing, paediatric nursing midwifery and nurse –anaesthesia.
For this reason, there is now a renewed focus on how to accelerate the training of nurse specialist programs to meet the needs of the country. It is recognized that such training is important to help the country improve its health outcomes including the emerging threat of Non communicable Diseases (NCD).
The Department is committed to creating a friendly and energetic atmosphere for professional and intellectual development that will help attract highly motivated and intelligent nurses from the Gambia and abroad for training in nursing.
Objective of the assignment
The UTG seeks two pediatric nurse tutors to provide training and mentorship to pediatrics nursing students and other nursing students.
- Scope of Work The pediatric nurse tutors will be responsible for but not limited to the following tasks:
- Provide technical support and guidance in the implementation of the postgraduate diploma in pediatric nursing
- Support the selection of candidates and delivery of training programmes.
- Provide Training for postgraduate diploma in pediatric nursing (PGD Peads) and other trainees
- Preparation of work schedule for the PGD Peads and other student trainees
- Provide theoretical and practical training in clinical specialty for peadiatric nursing students and other student trainees.
- Provide mentorship and training in communication and ethical aspects of practice
- Provide training in pediatric courses
- Prepare clinical placement of students
- Provide training in evaluation methods and standards
- Familiarize trainees in pedagogy and CPD
- Participate in the professional supervision of pedantic student nurses and other student trainees
- Support organization and delivery of formal teaching programs of other PGD specialty programs within the department
- Conduct clinical assessment and evaluation
- Expected Deliverables
- Implementation of PGD Peds and other specialty activities involving satisfactory completion and endorsement of rotations, logbooks, core specialist skills.
- Preparation and conduct of special short courses, examination (including various formats e.g., OSCES)
- Estimated Input and Duration
The consultant will report to the Head of Department.
The duration will be from August 1st, 2022, to December 31st, 2024, renewable annually by mutual agreement.
- Qualifications of the Nurse Tutor The selected consultant should possess the following qualifications:
- RN/ BSc in Nursing
- Postgraduate Nursing Education Certificate
- Master of Science Degree in Nursing or related field
- Minimum of 5 years teaching experience
- Have working knowledge of accreditation standards, policies and procedures for postgraduate training
- Ability to work both independently and in teams in a challenging environment to meet deadlines in a culturally diverse setting
- Desirable is a background in paediatric nursing
- Fluency in English
