REQUEST FOR EXPRESSIONS OF INTEREST for Probity Assurance Specialist Country: The Republic of The Gambia Project Name: Digital Transformation for Africa / Western Africa Regional Digital Integration Program (DTfA/WARDIP SOP1) Project ID: P176932 Reference: WARDIP/C5/2026/CS/ICS002 Assignment Tittle: Probity Assurance Specialist Date of Issued: 15th June 2026 Duration of the assignment: 120 Days Deadline of submission: 26nd June 2026, 12:00 Noon Background The Government of The Gambia, through the Ministry of Communications and Digital Economy, is implementing the Digital Transformation for Africa / Western Africa Regional Digital Integration Program (DTfA/WARDIP SOP1) with financing from the International Development Association(IDA) (World Bank). The Governments of The Gambia, Guinea, Guinea-Bissau, Liberia, and Sierra Leone are jointly tendering to implement a second regional submarine cable under WARDIP. The procurement involves complex, multi-country evaluation and negotiation processes requiring strict adherence to the World Bank Procurement Regulations. To safeguard integrity, transparency, and fairness, WARDIP intends to engage an independent Probity Assurance Specialist to oversee the procurement cycle up to contract signature. Objective of the Assignment The objective of the assignment is to provide independent probity assurance across all stages of the procurement cycle to ensure fairness, impartiality, transparency, confidentiality, integrity of information, compliance with World Bank procurement requirements, and prevention of undue advantage, bias, or conflict of interest. The assignment will also provide assurance that the final contract signature reflects the negotiated outcomes and complies with the Request for Proposals. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, Augus 2018, September 2023 and Feb 2025) (“A Candidate will be selected in accordance with the Individual consultant selection method set out in the Procurement Regulations.
