The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involves provision of procurement support and technical assistance to the Project Implementing Units (PIU’s) in the MTL World Bank portfolio. The services will be undertaken in compliance with the applicable WB Procurement Regulations, the provisions of the Legal/Financing Agreements, and the National Government laws and regulations.

The position is in the Portfolio Coordination Unit (PCU). The expected duration of the assignment is 24 months, subject to three month probation period and satisfactory performance assessment. The Procurement Officer will report to the PCU Portfolio Coordinator reporting through the Procurement Specialist, based at the Ministry of Transport and Logistics in Maputo.

The Ministry of Transport and Logistics (MTL) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria listed above; and (iii) contact details for at least three professional references from supervisors. Incomplete submissions or submissions that do not address the mandatory criteria will not be considered for shortlisting.

The criteria for selecting the Consultant are:

Mandatory requirements

  • Bachelor’s degree in Engineering, Law, Supply Chain, Economics, Finance from a recognized institution, or relevant field.
  • Five (5) Years working experience.
  • Demonstrate Three (3) years of work experience in procurement.
  • Fluency in Portuguese and English (spoken and written)
  • Proficiency in MS Office (Word, Excel, etc.).
  • Experience in submission and tracking of contracts at the Administrative Tribunal for Visa or annotation. Desired Requirements
  • Familiarity with the World Bank Procurement Regulations for IPF Borrowers and national legislation governing public procurement and contracts;
  • Training in procurement from development agencies;
  • Knowledge of World Bank online procurement tracking system (Systematic Tracking of Exchanges in Procurement).
  • Ability to work in a team, under pressure, and outside normal working hours. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
