Project Background

The Federal Government of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP). The Ministry of Communications and Technology (MoCT) in the Federal Government of Somalia is the implementing agency for the Regional Digital Integration Project (EA-RDIP) in Somalia.

The Ministry of Communications and Technology (MoCT) intends to apply part of the proceeds of these Grants to finance for the position of PIU Procurement Officer. MOCT is looking to hire a qualified Procurement Officer to be part of the Project Implementation Unit (PIU) to support in carrying out the project procurement activities. The PIU Procurement Officer is part of the project implementation unit based in MoCT, Mogadishu and she/he will report to the project coordinator.

The Regional Digital Integration Project (EA-RDIP) is to address connectivity needs for countries in the Horn of Africa region. The proposed program aims to advance the regional integration of digital markets in Eastern Africa through supporting cross-border connectivity, harmonization of data and e-commerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). The EA-RDIP project has four components, as briefly described below:

  • Component 1. Connectivity Market Development and Integration.
  • Component 2. Data Market Development and Integration.
  • Component 3. Online Market Development and integration.
  • Component 4. Project Management and implementation. Scope of Work

The PIU Procurement Officer is aimed to support the project coordinator, the project procurement specialist, and the project clients in carrying out the project procurement activities. The Procurement Officer ensures an effective and efficient implementation of all procurement activities associated with the project, this will include handling the project procurement plan, and procurement processes with commitment to maintain a prober procurement filling system and contracts management in full compliance with the provision of the World Bank’s Procurement Regulation, and Project Implementation Manual, and in respect to the World Bank project financing agreement. Qualifications and Experiences

Selection Criteria

The qualifications and experience of the successful candidate are set out below.

  • Bachelor’s degree in relevant discipline in (e.g., Procurement Management, Supply Chain Management, Business Administration, Public Administration or other closely equivalent field).
  • A minimum of at least 5 years of direct relevant experience including broad expertise in the role of managing Procurement and Supply Chain in the public sector, or private sector.
  • A minimum of at least of 3 years’ specific experience in implementing procurement actions according to international organizations guidelines such as the World Bank and the United Nations, etc. for procurement of goods and services.
  • The Candidate must have an experience of conducting relevant services in Somalia, or an environment similar to that of Somalia.
  • The candidate should have knowledge and understanding of project procurement planning and implementation for projects financed by international donors.
  • Good understanding and previous work experience in preparing technical specifications, bidding documents, TORs and requests for proposals
  • Strong oral and written communication skills and persuasiveness in presenting, discussing and resolving difficult issues.
  • Ability to identify complex issues and to respond and handle; accordingly, does not add unnecessary complexity to tasks or projects.
  • High level of reliability and integrity.
  • Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint)
  • Good understanding and previous work experience in preparing technical specifications, bidding documents, TORs and requests for proposals
  • Fluency in written and spoken English and Somali and demonstrated ability to be able to write succinct reports which clearly articulate issues identified. Duration of the Assignment: The Procurement Officer will be engaged for a period of one (1) year subject to renewal on an annual basis based on satisfactory performance certified by MOCT and availability of funds.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated September 2023 (Procurement Regulations).
