_____._____ REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER FINANCIAL AND CONTRACT MANAGEMENT UNIT Water Sector Institutional Development Project II (WSIDP II) REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTING SERVICES – PROCUREMENT OFFICER 27BCS4/DNA/25/ The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Water Sector Institutional Development Project II (WSIDP II), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Procurement Officer in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Procurement Officer will be hired to support all activities related to the procurement and will work under the guidance and supervision of the Senior Procurement Specialist. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The candidate for this position should have demonstrated procurement experience and knowledge of procedures applicable to multi-lateral financing.

Specifically, the Officer should have: • Bachelor’s degree in engineering, Economics, Business Administration, Public Administration, Law or other related disciplines; specific training courses related to procurement will be a plus; • At least 5 years of working experience; previous experience in procurement of large civil works contracts will be an advantage; • Specific experience in procurement, and at least 3 years’ experience in Procurement with World Bank Regulations or other International Financing Agencies with similar regulations; • Good organisation skills and computer skills; • Fluency in Portuguese; knowledge of English language as a working language will be considered an advantage.

The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.

Interested individual consultants may obtain The Terms of Reference (ToR) and further information (only by email) at the address below during office hours from 08.00 to 15.00 hours. When submitting their request, candidates are kindly requested to ensure that the Activity Reference Number and the Activity Description are clearly indicated in the subject line of the email. The expression of interest must consist of a Cover Letter and an updated Curriculum Vitae.

The Cover letter must state: Experience with at least 3 (three) procurement activities in goods, 3 (three) in works, and 3 (three) in consulting services. For each of these procurement activities the candidate must provide: the procurement method used, the type of standard procurement (bidding) document used and; the specific tasks performed in each of these procurements (for example: preparation of bidding documents / Request for Proposals, advertising, assistance in evaluation of bids/proposals, preparation of evaluation reports and management of contract documents).
