- This Request for Expressions of Interest (REOI) follows the General Procurement Notice for this project that appeared in The Juba Monitor on October 29, 2014; The East African on November 1-7, 2014; and UNDB on November 5, 2014.
- The Government of the Republic of SouthSudan (GOSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan Energy Sector Technical Assistance Project (ESTAP), and intends to apply part of the proceeds for the payment for the services of the Procurement Specialist (PS).
- The consultant shall be in charge of all matters as detailed but not limited to the following: Carry out procurement activities under the project in full adherence to World Bank guidelinesand procedures, using Standard World Bank Bidding Documents for the procurement of Goods, Consulting Services and Non-Consulting Services, build the capacity of the PMU's Procurement Staff in procurement management and be as pro-active as possible in providing solutions where obstacles and difficulties are encountered in all aspects of the procurement in close collaboration with the Project Management Unit.
- The assignment will extend for a period of one (1) year with an option for extension subject to satisfactory performance
- The Project Management Unit of the Ministry of Electricity, Dams, Irrigation & Water Resources (MEDIWR) now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested individual consultants, in particular South Sudanese nationals, are encouraged to provide information indicating that they are qualified to perform the services and furnish the Ministry with their Curriculum Vitae (CV)
- Selection criteria The candidate should have the following qualifications and experience:
i. Hold a Bachelors degree with a major in a relevant discipline (e.g. Procurement, Finance, Public Administration, Law, Business or Commerce, or other relevant technical discipline). A Masters degree will be an added advantage;
ii. Have a minimum of ten years of direct relevant experience in procurement in the public or private sector;
iii. Have at least two years of relevant work experience in procurement under World Bank funded/administered projects;
iv. Demonstrate significant experience in the preparation of procurement plans, bidding and contract documents, requests for proposals, evaluation reports for procurement of goods, and consultant services;
v. Demonstrate strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in writing in English; and
vi. Knowledge of IT tools such as MS Word, MS Excel, MS PowerPoint, Internet, etc.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans andIDA Credits & Grants by World Bank Borrowers dated January 2011 ("ConsultantGuidelines"), setting forth the World Bank's Policy on conflict of interest.
- A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
- Interested Consultants may obtain further information at the address given in item 11 below from 09:00 AM to 04:00 PM Monday to Friday.
- Expressions of interest (EOIs) must be delivered to the address in item 11 below by 4:00 PM on 6th January, 2015. EOIs can also be submitted in electronic form to the email address given below.
