- Background
The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.
The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.
The Ministry intends to apply part of the proceeds of the grants towards procurement of Project Activity Planning Officer to support the Project management Unit in planning, execution and tracking project progress.
- Scope of services
- Work closely with FMS to develop comprehensive project work plan that clearly outline objectives, timelines, budgets, and resource requirements.
- Collaborate with department leaders to define project priorities and deliverables.
- Be the Project Steering Committees Administrator and ensure that meetings are organized on time, draft minutes circulated 5days after the meeting and keep meetings logs and follow up the recommendations.
- Support the preparatory activities for the quarterly Implementation Support Mission, including, review meetings, field visits and meetings logs and follow up the recommendations.
- Ensure that project goals are aligned with the strategic objectives of both the State Ministry of Health and County Health Department.
- Monitor expenditures against the budget to prevent overruns and ensure financial accountability.
- Track daily activities and deliverables to ensure projects remain on schedule.
- Participate in departmental meetings with project teams to discuss progress, challenges, and next steps.
- Document project milestones and achievements for reporting purposes.
- Ensure that all tasks are assigned, monitored, and completed according to the project timeline.
- Continuously assess project progress against work plans for both the PMU and Management Organizations and suggest adjustment to the activities based on real-time data to address any deviations from the original plan.
- Prepare performance reports that evaluate the effectiveness of project execution.
- Carry out such tasks as may be requested by the Project Manager or his designate.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.
- Duration:
The Project Activity Planning Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.
- Qualifications and Work Experience
The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.
A. Educational Qualifications
- A Bachelor’s degree in Medicine, Public Health, Health Planning, Health Economics, or a related field. A Master’s degree in Public Health, Health Policy, Health Administration, or a closely related discipline is required.
B. Professional Experience
- A minimum of seven (7) years of progressively responsible experience in health sector planning, program management, or service delivery, with at least three (3) years in a public or donor-funded health program.
- Technical Expertise: Demonstrated expertise in health sector planning, project cycle management, budgeting, and performance monitoring within the context of health systems strengthening.
- Policy and Institutional Knowledge: Strong understanding of South Sudan’s health policies, strategic frameworks, and donor coordination mechanisms, particularly within the World Bank-funded projects or other international donor-funded initiatives.
- Language Proficiency: Excellent written and spoken English, with strong report-writing skills. Knowledge of Arabic or local South Sudanese languages is an added advantage.
- Technical Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and project management tools. Experience with data analysis software (e.g., STATA, SPSS, or GIS) is desirable.
- Soft Skills: Proven ability to work in multidisciplinary teams, manage multiple priorities, and deliver high-quality outputs under tight deadlines. Strong leadership, problem-solving, and stakeholder engagement skills are required.
