- At least 8 years relevant working experience in senior positions or project management positions in public sector projects with a focus on planning, budget management and execution;
- At least 5 years of relevant working experience with Malawi’s Public Financial Management Structures; experience in fiscal decentralization is considered an asset;
- Demonstrated proficiency with project and budget management software / tracking tools, project fiduciary procedures;
- Demonstrated problem-solving skills and managerial skills, including proactivity;
- Demonstrated experience to work effectively with and in multi-sectoral teams;
- Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
- Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy;
- Experience in working with the World Bank, multi-lateral development partners or bilateral partners is considered an asset;
- Willingness to work under pressure, tight timelines, and with minimum supervision;
- Excellent communication and report writing skills and be fluent in English; and
- Upholding of anticorruption and antibribery ethics. 5. DURATION OF ASSIGNMENT The assignment is expected to span a total period of up to three (3) years, with annual performance reviews and contract extensions subject to satisfactory performance. 6. LOCATION OF EMPLOYMENT The Project Coordinator will be based at the NLGFC offices in Lilongwe. The Project Coordinator will occasionally be required to travel to district authorities in Malawi to engage with district officials to guide and improve project implementation. 7.REPORTING The Project Coordinator will report to the Executive Director of National Local Government Finance Committee for all the project progress and implementation issues.. 8.MODE OF APPLICATION The attention of interested Consultants is drawn to Section III, paragraphs 3.14. 3.16 and 3.17 of the World Bank’s “Procurement Regulations of IPF Borrowers” dated September, 2025 (“Procurement regulations”), setting forth the World Bank’s policy on conflict of interest and A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations. Further information including the detailed Terms of Reference (TORs) can be obtained at the address below during office hours from 7:30 hours to 12:00 hours and from 13:00 hours to 16:30 hours except on Weekends and Public Holidays 9.
