Project Background
The Federal Government of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP). The Ministry of Communications and Technology (MoCT) in the Federal Government of Somalia is the implementing agency for the Regional Digital Integration Project (EA-RDIP) in Somalia.
The Ministry of Communications and Technology (MoCT) in the Federal Government of Somalia intends to apply part of the proceeds of these Grants to finance for the position of Galmudug Focal Point. MOCT is looking to hire a qualified Focal Point to be part of the Project Implementation Unit (PIU) to support the Project Coordinator in carrying out the project activities within Galmudug State and also will enhance coordination, support, and oversight at the FMS level role, ultimately ensuring the successful implementation of project activities for the collective benefit of Somalia's development. The Galmudug Focal Point is part of the project implementation unit (PIU) and will be based in Dusamareb, Galmudug State, and she/he will report to the project coordinator.
The Regional Digital Integration Project (EA-RDIP) is to address connectivity needs for countries in the Horn of Africa region. The proposed program aims to advance the regional integration of digital markets in Eastern Africa through supporting cross-border connectivity, harmonization of data and e-commerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). The EA-RDIP project has four components, as briefly described below:
- Component 1. Connectivity Market Development and Integration.
- Component 2. Data Market Development and Integration.
- Component 3. Online Market Development and integration.
- Component 4. Project Management and implementation.
Scope of Work
The objective to hire a Galmudug Focal Point who will be responsible for supporting and coordinating the implementation of the EA-RDIP project in Galmudug Federal Member State (FMS). The Project Implementation Unit (PIU) Focal Points based in each Federal Member State (FMS) will be responsible for ensuring effective and efficient coordination between the Ministry of Communications at the FMS level. This includes assisting the PIU in project implementation while maintaining compliance with the Project Implementation Manual and the World Bank project financing agreement.
The Galmudug Focal Point will ensure timely support for EA-RDIP project services in alignment with the project's objectives. The detailed duties and responsibilities of the focal point are specified in the ToR.
The Galmudug Focal Point will be based in Dusamareb, Galmudug State and will be part of the PIU and support the Project Coordinator in carrying out the project activities within Galmudug and also will enhance coordination, support, and oversight at the FMS level role, ultimately ensuring the successful implementation of project activities for the collective benefit of Somalia's development; and support of any other project related matters where needed. Qualifications and Experiences
Selection Criteria
The qualifications and experience of the successful candidate are set out below.
- Minimum bachelor degree in Public Administration, Business Administration, Project Management or relevant fields
- Candidate should possess a minimum of 5 years experience in Somalia/fragile country context with strong technical leadership in private sector or financial sector environment
- Readiness to work in multi-cultural environment and respond work to tight deadlines on a continual basis
- Ability to work with people from different social and educational backgrounds
- Reputable person with good characteristics, knowledge, skills and proven capability in Ministry, Department and Agency planning, development, and government policy formulation
- Someone with knowledge of Somalia generally and the sensitivity to the underlying social, economic, and cultural context in particular Galmudug State
- Must have a sound experience in working with Galmudug FMS
- Demonstrated ability to lead a multi-disciplinary project management team, build effective working relations with colleagues and clients, and capable of working under pressure, with good experience in leadership and strategic management of project team at national level
- Proven experience in Project Management, coordinating, cooperating, and negotiating with high level Government officials, donor partners and multitude of local stakeholders
- Complete fluency in speaking and writing skills in Somali and English
- Candidate should be able to write reports and prepare project update
- Candidate should have strong communication skills, organizational skills, problem-solving and leadership abilities
- A charismatic change agent - with extensive experience in context specific - practical techniques for change management
Duration of the Assignment: The Galmudug Focal Point will be engaged for a period of one (1) year subject to renewal on an annual basis based on satisfactory performance certified by MOCT and availability of funds.
The Ministry of Communications and Technology (MoCT), FGS is now invites eligible Individual Consultants to indicate their interest in providing these services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated September 2023 (Procurement Regulations).
