_____._____ REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER FINANCIAL AND CONTRACT MANAGEMENT UNIT Water Sector Institutional Development Project II (WSIDP II) REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTING SERVICES – SANITATION ASSISTANT 73ACS4/UCP/25 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Water Sector Institutional Development Project II (WSIDP II), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Sanitation Assistant in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Sanitation Assistant will be selected to provide on-site technical, analytical, coordination, and administrative support to the Senior Sanitation Specialist of the UCP sanitation team, including acting as a liaison between the UCP team, other government agencies, and various project-related stakeholders. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The candidate for this position should have demonstrated procurement experience and knowledge of procedures applicable to multi-lateral financing.

Specifically, the consultant should have: • Hold at least a bachelor’s degree in civil engineering or an equivalent field. • Additional training in Fecal Sludge Management (FSM) and/or Citywide Inclusive Sanitation (CWIS) will be considered an asset. • Have a minimum of four (4) years of professional experience in urban and rural sanitation, including at least three (3) years of experience in FSM-related projects in Angola, preferably with exposure to the northern regions of the country. Previous experience with projects financed by international or multilateral development institutions will be an advantage. • Demonstrated experience in the application of the Citywide Inclusive Sanitation (CWIS) approach. • Experience working on Sanitation Master Plans, National Sanitation Strategies, drainage systems, and condominial sewerage will be considered an advantage. • As this is an Assistant-level position, the candidate should have obtained the bachelor’s degree no more than seven (7) years prior to the application deadline.

Women are strongly encouraged to apply. The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
