- BACKGROUND
The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Security Risk Management Specialist
2.0 OBJECTIVE OF THE ASSIGNMENT
To support the development and ensure implementation of SRA and SMP for projects’ activities in compliance with the projects’ ESMF. All E&S instruments are based on the World Bank’s ESS freely available for consultation at: https://www.worldbank.org/en/projects-operations/environmental-and-social-framework/brief/environmental-and-social-standards.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Convene and attend the Crisis Management Committee
- Convene and chair weekly Security Community of Practice (meeting)
- Lead on the preparation and implementation of SRA/SMP and contribute to prepare the required Projects’ E&S instruments.
- Conduct SMP Annual Policy review
- Guide the project implementing partners/work contractors, and consultants in preparing and implementing the necessary Activity Security Assessments and Management Plans.
- Onboard of Implementing partners, work contractors, and consultants, as necessary.
- Assess Implementing Partners’ Activity Security Management Plans and review them for quality assurance

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- Advanced university degree (Masters or PhD) in security risk management or similar subjects in an internationally accredited and recognized education institution is required. Experience
- Minimum of 8 years of full-time relevant professional experience in security risks management, including experience at senior management level in the international private security industry, and at least 5 years’ experience in security risk management in the South Sudan.
- Experience in preparation of Security Risk Assessments and Security Management Plans.
- Must have an ex-military or ex-police background, with at least 5 years active service.
The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework.
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of initial one (1) Year subject to probation period of three months and renewable subject to availability of funds and satisfactory performance
