Recruitment of Senior Environmental Consultant — Huila-Cunene Interconnection Project (Angola)

REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) ANGOLA Huila-Cunene Interconnection Project (PIHC) - P512716 Loan No./Credit No./ Grant No.: 98860 Assignment Title: Individual Consultant - Senior Environmental Specialist Reference No. (as per Procurement Plan): AO-RNT-525433-CS-INDV The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Huila-Cunene Interconnection Project (PIHC - P512716) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include leading and managing all aspects of environmental risk management for the PIHC. The Specialist will ensure full compliance with the World Bank Environmental and Social Framework (ESF). The assignment has an initial duration of 12 months, with an expected start date of April 2026.

The work regime requires about 80% of the time in the field (Huila and Cunene Provinces) and about 20% at the PIU headquarters in Luanda. The detailed Terms of Reference (TOR) for the assignment can be obtained by request via email to: specialists_recruitment@pihc.ao. The Project Implementation Unit (PIU) conducted by RNT-EP as implementing agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: • Bachelor’s degree in Environmental Science, Ecology, Environmental Engineering, or a related field. • Minimum 10 years of professional experience in environmental risk management. • At least 7 years of experience with Multilateral Development Bank (MDB) financed infrastructure projects, preferably with the World Bank ESF. • Demonstrated experience in transmission line or energy-related projects. • Fluency in Portuguese and English is mandatory.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The recruitment process includes a Due Diligence and Reputational Verification phase. Only the top 3 to 5 ranked candidates who pass the background check will be invited for a mandatory technical and behavioral interview.
