  • The Government of the Republic of South Sudan (GRSS) is implementingLocal Governance and Service Delivery Project (LGSDP) financed by theInternational Development Association (IDA) as well as the Governmentof Denmark. The LGSDP is implemented on behalf of GRSS by the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB). MoFEP & LGB intends to apply part of the proceeds for the payment for the services of the Senior Institutional Strengthening Specialist.
  • The Project Development Objective of LGSDP is "to improve local governance and service delivery in participating counties in South Sudan." The project is comprised of four components: (i) block grants to counties for payam development; (ii) community engagement; (iii) institutional strengthening; and (iv) project management support

Responsibilities: The Consultant will be responsible for overseeing theimplementation of LGSDP Component 3 which supports capacity building for local governments to assume their responsibilities in the planning, implementation and oversight of local development activities. The specialist, at the same time, will ensure that the Component 3 technical assistance will be provided in tune with the cycle of the PDG managed under Component 1 and in close coordination with Component 2 as well as relevant activities under Component 4 (project management) so as to enable seamless technical support to communities, counties, states and the national government through the project. Further the specialist is supposed to ensure effective coordination with relevant Local Government Board programs and activities as wellas other institutional strengthening initiatives supported by development partners, especially those focusing at county/Local Government levels and all specifics tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail)

Government officials or civil servants willnot be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) they were not working either for MoFEP or the LGB (the hiring Agencies) before going on leave of absence without pay, resigned or retired.

  • Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.

The qualifications, experience and skills should include: Post graduate qualification in Public Administration or a related field; at least 8 years of professional experience relevant forthe planning, delivery, coordination, and monitoring of public sectorinstitutional strengthening programs in developing countries, experience in sub-Saharan Africa will be considered an advantage; should be computer literate and fluent in English language; work experience in South Sudan and/or a similar developing fragile county contexts will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in theprescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January2011 ("Consultant Guidelines"), setting forth the World Bank's Policyon conflict of interest.
