REQUEST FOR EXPRESSIONS OF INTEREST

(Consulting Services – Individual Consultant)

Activity Title: SENIOR PROCUREMENT SPECIALIST FOR THE PROJECT COORDINATION UNIT

The Government of the Republic of Angola (GoA) has received financing from the International Bank for Reconstruction and Development (IBRD), along with co-financing from the French Development Agency (AFD), to support the Electricity Sector Improvement and Access Project (ESIAP). Part of these funds is intended to finance the services of an Individual Consultant for the position of Senior Procurement Specialist, to strengthen the Project’s capacity in the implementation of procurement activities related to ESIAP.

SPECIFIC OBJECTIVES OF THE ASSIGNMENT

The Senior Procurement Specialist will be responsible for carrying out procurement activities under the ESIAP Project. The main responsibilities include:

(i) Designing and implementing the procurement function within the PCU, including defining staffing structure, functional assignments, coordination with other departments/areas and electricity sector companies (PRODEL, RNT, ENDE, and IRSEA), providing training and mentoring in procurement, preparing procedures, and supporting the development of procurement manuals, in close cooperation with the procurement team and the aforementioned institutions; (ii) Establishing procurement instruments in strict compliance with World Bank procedures (Operational Manual, Procurement Regulations, and procurement management documents in line with the Project Implementation Manual); (iii) Executing procurement activities, including the development of procurement management tools tailored to project needs: preparation, consolidation, and updating of procurement plans in coordination with other areas and electricity sector entities; preparation of bidding documents in compliance with the World Bank Procurement Regulations; support during the authorization process, preparation of notices, responding to bidders’ requests for clarification, participation in proposal evaluation processes, and contract management; (iv) Developing mechanisms to monitor contract implementation, as well as procedures and practices necessary to ensure the integrity of the procurement system, including the filing system; (v) Coordinating and supervising training for stakeholders on procurement procedures.

The Project Coordination Unit (PCU) of the Ministry of Energy and Water (MINEA) hereby invites eligible Individual Consultants to express their interest in providing these services. Interested consultants must provide information demonstrating that they are qualified to perform the services (description of similar assignments, experience under similar conditions, etc.).

The Consultant should have the following qualifications:

  • Bachelor’s degree in Engineering, Economics, Business Administration, Law, or related fields, from a recognized university;
  • Fifteen (15) years of specific experience in procurement and contract management, of which at least ten (10) years in projects financed by the World Bank or other multilateral/bilateral institutions;
  • Documented previous experience with large-scale Works contracts and experience in the use of World Bank or other multilateral/bilateral institutions’ documents;
  • Prior experience in the energy sector will be considered an advantage;
  • Proficiency in MS Office tools;
  • Fluency in Portuguese and English (mandatory).

Additional qualifications considered an advantage:

  • Master’s degree in the fields mentioned above or specific complementary training in World Bank procurement;
  • Professional experience in Angola (minimum of 3 years) will be an advantage;
  • Knowledge of the World Bank STEP system;
  • Familiarity with national procurement procedures in Angola will be considered a strong asset.

The Senior Procurement Specialist will be based in Luanda, Angola, at the ESIAP Office, and will report to the PCU Coordinator.

The Senior Procurement Specialist’s contract will have a duration of 12 months, on a full-time basis, renewable subject to satisfactory performance. While awaiting the issuance of an entry visa (if applicable), the consultant may work remotely, except when physical presence is required.

Attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”), revised in November 2020, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) Selection method set out in the World Bank Procurement Regulations.
