INDIVIDUAL CONSULTING SERVICES

PROJECT: Climate Resilience and Water Security in Angola - RECLIMA

ASSIGNMENT: Senior Procurement Specialist

REFERENCE No. 35CS3/UCP/24

The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and French Agency of Development (AFD) towards the cost of the project Climate Resilience and Water Security in Angola (RECLIMA) proceeds for consulting services.

The Senior Procurement Specialist will be hired under RECLIMA and will handle the FCMU-WB/AFD procurement activities, exclusively related to the RECLIMA projects. This will include two primary areas of responsibility:

(i) responsibility for linkages with other areas, training and mentoring, design of procedures and assistance in development of procurement manuals in cooperation with the other procurement staff;

(ii) carrying out procurement activities including, among other things, the preparation and consolidation of the procurement plans with assistance from other areas, preparation of bidding documents and RFP's, facilitation of obtaining required necessary clearances, preparation of advertisements, responding to bidders' clarifications on advertised procurements and playing a central role in the evaluation of bids and proposals, and contract management.

The Senior Procurement Specialist should have demonstrated international procurement experience and knowledge of procedures applicable to multi-lateral financing.

Specifically, the specialist should have:

  • Bachelor’s degree in engineering, Economics, Business Administration, Public Administration, Law or other related disciplines of similar advanced degree from a recognized University; Master’s degree in Civil/Hydraulic/Sanitary Engineering or Procurement and documented previous experience in similar assignments will be an advantage;
  • At least 15 years of working experience, including 10 years’ experience in procurement/contract management using FIDIC Conditions of Contract documents;
  • Specific experience in procurement internationally, and at least 10 years in World Bank or other International Financing Agencies financed Procurement.
  • Strong technical background and knowledge related to the WSIDP mandate.
  • Previous experience in WB procurement or oversight of water and sanitation utilities support services will be an advantage;
  • Excellent organisation skills and computer skills.
  • Experience in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) will be an advantage.
  • Fluency in English and working knowledge of Portuguese is required

The duration for the engagement will be a one-year period with possibility for extension upon satisfactory performance.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services ((description of similar assignments, experience in similar conditions, experience in managing contracts under FIDIC — supported by a selected list of contracts, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations paragraph 7.34.
