The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola ( RECLIMA), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Second Social Specialist
Second Social Specialist work experience and qualifications will be hired to help in handling the oversight and coordination of the social activities associated to the contracts under RECLIMA. The Social Specialist, together with Social Specialist, will be the central resource persons in the FCMU-WB/AFD for coordination of all social aspects related to the Project, under the direct supervision of the Project Executive Coordinator. They are more specifically to guarantee the implementation and monitoring of the social safeguard policies and tools associated with project interventions in compliance with project’s Social Management Framework (ESMF) and Resettlement Policy Framework (RPF) provisions and ESHS requirements from WB Guidelines, as well as relevant Angolan legislation. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Consultant must have the following qualifications:
- The Consultant must have a university degree Social and Human Studies, post-graduation degree in related fields will be a plus.
- The Consultant must have a minimum of five (5) years of post-qualification professional experience in social management.
Previous experience of at least three (3) years in water supply and sanitation projects will be considered an advantage..
- Experience with social assessment methods including participatory tools, and coordination of social assessment studies/evaluations.
- Experience in social monitoring tools. Practical experience with site social monitoring of construction works will be considered an advantage.
- Experience with participatory community practices (participatory assessment, community engagement, community training, etc.).
- Experience in stakeholder engagement with diverse groups of stakeholders.
- Experience with Grievance Redress Mechanism or Conflict Resolution Mechanism implementation/coordination.
- Experience in gender mainstreaming is projects. Experience with GBV and EAS/SH prevention will be considered an advantage.
- Experience with resettlement policy & land rights. Implementation or coordination of RAPs will be considered an advantage.
- Experience with documents review, as tender documents, conduct and write evaluation reports.
- Practical experience with training teams in human rights themes including water supply and sanitation. Training trainers’ certificate will be a plus.
- Experience with the World Bank's and Social Framework (ESF) is considered an advantage.
- Experience working in Angola will be an added advantage.
- Working knowledge of Portuguese and English is required.
- Computer literacy.
The assignment is expected to last 12 months, with option of renewal based on performance.
he attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
