• The Government of the Republic of Zambia has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Green, Resilient and Transformational Tourism Development Project (GREAT-TDP), and intends to apply part of the proceeds toward payments under the contract for the rehabilitation and upgrade to Bituminous standard of approximately 8.31 Km of City Center Roads in Livingstone District of Southern Province - Zambia

• The Ministry of Tourism (MOT), through the Project Implementation Unit (PIU) of the GREAT-TDP now invites bids from eligible Bidders registered with the National Council for Construction (NCC) in Grade 1 or 2 Category R. However, local bidders and or foreign Bidders willing to participate in the bidding process shall be required to partner with citizen bidders as required by Section 39 (3) of the Public Procurement Act No. 8 of 2020 and as amended by Act no.17 of 2023. The citizen bidders intending to partner with local bidders shall also be registered with NCC Grade 1 or 2, Category R.

• Bidding will be conducted through Open National Competitive Bidding procedures in accordance with Procurement Regulations for IPF Borrowers Fourth Edition, November 2020, and Section 38 of the Public Procurement Act No. 8 of 2020 and the Public Procurement Regulations of 2022.

• Interested eligible Bidders may obtain further information from the Ministry of Tourism, GREAT-TDP, by email to [email protected] and copy [email protected].

• The Bidding Document in English can be purchased by prospective Bidders upon payment of a nonrefundable fee of Two Thousand Kwacha (K2,000.00). The method of payment will be through direct Bank deposit and the account details are Ministry of Tourism Arts-New Talent, Ministry of Tourism, P.O. Box 30575, Lusaka. Account number is 0080100000863, Bank name: Access Bank, Lusaka Square, Cairo Road, Lusaka. The document will be sent by electronic soft copy and or hard copy. The bidding documents can be accessed from Ministry website (www.mot.gov.zm).

• A single-stage bidding process will be used, and the Bid will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the Bidding Document. The Technical and Financial Parts of the Bids shall be submitted as one bid.

• The Bids must be submitted on or before 10:30 hours, Monday, 24th November 2025 at the Ministry of Tourism, P.O. Box 30575, Kwacha House, Cairo Road, Procurement Unit located on the Second Floor. Late Bids will be rejected.

• The Site visits will be conducted on 27th of October, 2025 and all prospective bidders are requested to meet at Livingstone City Council, Civic Centre at 08:30 hours. After site visits, a pre-bid meeting will follow. The timing of the pre-bid meeting shall be determined after the site visits.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”

• Bids shall be submitted not later than Monday, 24th November 2025 at 10:30 hours local time.
