Republic of Zambia MINISTRY OF TOURISM INVITATION FOR PROPOSALS (DESIGN AND BUILD) Employer: Ministry of Tourism, Green, Resilient and Transformational Tourism Development Project (GREAT-TDP) Project: Green, Resilient and Transformational Tourism Development Project (GREAT-TDP). Tender for the rehabilitation and upgrade to gravel standard of approximately 89km of Selected Roads in Lower Zambezi National Park in Luangwa District of Lusaka Province Tender No: ZM-MOT-507386-CW-RFB Country: Zambia Credit No.: 73380-ZM • The Government of the Republic of Zambia has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Green, Resilient and Transformational Tourism Development Project (GREAT-TDP), and intends to apply part of the proceeds toward payments under the contract for the rehabilitation and upgrade to gravel standard of approximately 89km of Selected Roads in Lower Zambezi National Park in Luangwa District of Lusaka Province. • The Ministry of Tourism (MOT), Project Implementing Unit (PIU) of the GREAT-TDP now invites bids from eligible Bidders registered with the National Council for Construction (NCC) in Grade 1 or 2 Category R.
However, local bidders shall be required to partner with citizen bidders as required by Section 39 (3) of the Public Procurement Act No.8 of 2020 as amended by Act no.17 of 2023. The citizen bidders intending to partner with local bidders shall be registered with NCC Grade 1 or 2, Category R. • Bidding will be conducted through Open National Competitive Bidding procedures in accordance with Procurement Regulations for IPF Borrowers Fourth Edition November 2020, and Section 38 of the Public Procurement Act No.
8 of 2020 and the Public Procurement Regulations of 2022. • Interested eligible Bidders may obtain further information from the Ministry of Tourism, GREAT-TDP, Taulino Banda by email tbanda@greattdp.org and copy habasimbi@gmail.com. • The Bidding Document in English can be purchased by prospective Bidders upon payment of a nonrefundable fee of Two Thousand Kwacha (K2,000.00). The bidding documents can be accessed from Ministry website (www.mot.gov.zm). • A single-stage, two envelope system process will be used, and the Bid will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the Bidding Document.
The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate Proposals. • The Bid, both the Technical Part and the Financial Part, must be submitted on or before 10:30 hours, Monday, 24th November 2025. Late Proposals will be rejected. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second opening of the Financial Part, following the evaluation of the Technical Part of the Proposals. • The Site visits will be conducted on 30th and 31st of October,2025 and all prospective bidders are requested to meet at Chongwe Gate in Lower Zambezi National Park at 09:00 hours.
After site visits, a pre-bid meeting will follow. The timing of the pre-bid meeting shall be determined by after the site visits. • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.” • Bids shall be submitted not later than Monday, 24th November 2025 at 10:30 hours local time.
