• The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds toward payments under the contract for the Southern Angola Community-Managed Rural Water Supply Services Rehabilitation Program (11 lots)

• The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Non-Government Organizations (NGO) for the Community Mobilization for the rehabilitation and operation and maintenance of Three Hundred and Seven (307) Small Water Supply Systems equipped with Solar powered pumps Three Hundred and Ten (310) Small Water Supply Systems equipped with Hand Pumps in the Municipalities of the Four Provinces of the South of Angola (Huila, Namibe, Cunene and Cubango) for the duration of 24 Months.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - November 2020” (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%. and for Bid cost: 40%.

• Interested eligible Bidders may obtain further information from Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) and inspect the bidding document during office hours from 09:00 to 17:00 hours at the address given below.

• The bidding document in English may be obtained free of charge by interested eligible Bidders upon the submission of a written application to the address below. The Bidding Document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder. • Bids must be delivered to the address below on or before 10:00 AM, Angola local time on November 25, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Condomínio DOLCE VITA, Edifício A1, 3º andar, Talatona at 10:00 AM, Angola local time on November 25, 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All Bids must be accompanied by a Bid-Securing Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
