Regional State of Oromia, East Wollega Zone, Gobu Seyo Woreda Finance Office would like to invites Eligible and Qualified Contractors for Construction of Gibe Lamu Rehabilitation of Small Scale Irrigation from allocated budget of Food System Resilience Program (FSRP) financed by the World Bank in 2018 E.C.

• Gobu Seyo Woreda Office invites sealed bids from eligible contractors of category water works contractor to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above project as indicated in ITB or SBDs.

• Bidding will be conducted through a National Competitive Bidding (NCB) procedure as specified in the World Bank Procurement regulation and the bidding procedure will follow a Single-Stage Two-envelope procedure.

• A Complete set of bidding documents is purchased in Soft Copy from Gobu Seyo Woreda Revenue Office for paid non refundable fee of birr 500 (Five Hundred) ETB starting from first date notice during working hours. The method of payment will be depositing the Money at Gobu Seyo Woreda Finance Office Acc/No.1000343080038 at CBE and take Standard Bid Document (SBD) from Gobu Seyo Woreda Revenue Office within 30 (thirty) consecutive days starting from announcement.

• Bid Security shall be required in the form of unconditional and irrevocable guarantee from Bank or Cash payment Order (CPO) amount ETB 500,000 (Five Hundred Thousand birr) Valid for 90+28 days after bid opening. Bid security must be addressed to Gobu Seyo Woreda Finance Office.

• The bidding procedure to be followed is a single-stage, two envelope procedure. Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal”. The Financial Proposal shall include the wax-sealed Original, First Photocopy and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal”. Finally the entire set of document both the Technical Proposal and the Financial Proposal shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer and the relevant project details.

• Submission and Opening of the bid is take place at Gobu Seyo Woreda Finance Office, all envelopes must be stamped, wax sealed, signed and clearly addressed to client and all other information shall be clearly marked and all bidders must sign and stamped on each and every page of bidding documents.

• The beginning date of announcement 17/04/2018 E.C

• Dead line of bid submission shall be date on 18/05/2018 E.C/26 January 2026 before at 4:00 A.M (Ethiopian Time) and also opening date of the bid on 18/05/2018 E.C/26 January 2026 at 4:30 A.M (Ethiopian Time) at presence of client, contractor/representative, committee, or any other authorized body by client and late bidders will be rejected.

• Bid validity period shall be 90 (ninety days) Calendar days from the date of bid opening.

• Gobu Seyo Woreda Finance Office reserves the right to accept or reject any or all bids and to annual the bidding process at any time, without there by incurring any liability to bidders.
