Request for Bids Small Works (One-Envelope Bidding Process) Country: Rwanda Name of Project: Commercialization and De-risking for Agricultural Transformation Project (CDAT) Contract Title: Rehabilitation works of Rubuyenge - Burakari marshlands Credit No.: A: 7084-RW and B: 7085-RW and Grant No.: EO17-RW RFB Reference No.: RW-RAB-317657-CW-RFB The Government of Rwanda (GOR) has received financing from the World Bank toward the cost of the Commercialization and De-risking for Agricultural Transformation Project (CDAT), and intends to apply part of the proceeds toward payments under the contract for Rehabilitation works of Rubuyenge - Burakari marshlands. • The Rwanda Agriculture and Animal Resources Development Board (RAB) / Commercialization and De-risking for Agricultural Transformation Project (CDAT) now invites sealed Bids from eligible Bidders for Rehabilitation works of Rubuyenge - Burakari marshlands for a period of eight (8) months with margin of preference of 7.5%. • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), and is open to all eligible Bidders. • Interested eligible Bidders may obtain further information from Rwanda online E-Procurement system (www.umucyo.gov.rw) in 20 days before the fixed deadline for the submission of bids. • A complete set of bidding documents in English language will be available and can be downloaded from the Rwanda online E-Procurement system (www.umucyo.gov.rw). • Replies to clarifications requested by bidders will not be emailed directly to bidders.

All responses to clarifications will be posted in the Rwanda online E-Procurement system (www.umucyo.gov.rw) and all registered bidders are solely responsible for monitoring the system during the bidding process for all clarifications/amendments with respect to this IFB. • All bids will be submitted online using E-procurement system (www.umucyo.gov.rw) before as generated by E-procurement system. Late bids will not be accepted by the system. Bids will be opened automatically by E-procurement on the same day as at generated by e-procurement system. • All Bids must be accompanied by a Bid Security of 6,500,000 FRW. • The site visit is compulsory and is set on 27//02/2025, the meeting point will be at Head office of Nyanza District - Southern Province at 11:00 a.m., local time and will be guided by representatives of the CDAT Project (contact person: 0788 451 214). • The bids shall remain valid for a period of 120 days starting from the submission deadline.
