The Republic of Seychelles has received financing in the amount of US$ 20.5 Million equivalent from the World Bank toward the cost of the Renewable Energy Acceleration Program, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Green Climate Fund.

The project will consist of the following components:

Component 1 aims to deploy the necessary infrastructure to address the existing technical constraints that limit the deployment of Renewable Energy (RE) capacity into Seychelles’ electrical grid. This component is divided into two subcomponents. The first subcomponent focuses on upgrading and reinforcing selected grid elements. This will involve strengthening network capacity, upgrading low and medium voltage networks, deploying supervisory control and data acquisition systems, and installing new substations across the islands of Mahé, Praslin, and La Digue. The second subcomponent will support the deployment of Battery Energy Storage Systems (BESS) with a total anticipated capacity of 16 MWh. These systems will help the grid accommodate more RE by ensuring stability and preventing the curtailment of RE.

Component 2 includes various technical assistance activities aimed at enhancing local capacity in Seychelles and facilitating the preparation of a pipeline of RE assets in the country. Under this component, two consultancy services will be procured separately. The first will involve establishing a technical assistance team that will provide capacity building, project supervision, and management support to the Public Utilities Corporation. The second consultancy service will support the Ministry of Agriculture, Climate Change, and Environment.

Procurement of contracts financed by the World Bank will be conducted through the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers March 2025 (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and in the Seychelles Nation Newspaper.
