  • The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a Project Preparation Advance (grant) towards preparation and implementationof the Local Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the World Bank, International Development Associationas well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for payment for the services of Planning, Budgeting and Financial Management Consultant (2 No.).(This position is for individual consultants not firms)
  • The Project objective is toimprove local governance and service delivery in participating counties in South Sudan and it comprises four components: (i) block grants to counties for Payam Development (PDG); (ii) community engagement; (iii) institutional strengthening; and (iv) implementation support.
  • Objectives and Scope of the Assignment: A Fast Track Initiative (FTI) has been established to begin the community engagement and planning process in a number of counties that would ensure that the counties are prepared to receive and disburse the PDG.

The Planning, Budgeting and FM consultants shall work with other project team members including engineers, M & E consultants and shall perform the following tasks:

a) Supporting the Counties to prepare annual investment plans and budgets;

b) Collaborate with Facilitating Partners (FPs) in each county in the formulation of Payam Action Plans and planning, monitoring and reporting related to PDG funded local investment subprojects;

c) Ensure that unfunded county priorities are considered for incorporation into the state plans and budgets;

d) Support the counties to prepare and package information to payams and bomas;

e) Support the counties to prepare quarterly budget performance reports;and

f) Undertake other tasks detailed in the Terms of Reference (TOR)that will be provided upon submission of application (E-mail).

  • Duration:The assignment is on part-time basis and expected to be executed over a period of fifteen (15) calendar months with an estimated professional time input of maximum 148 person days for each consultant.
  • Selection Criteria:Applicants shouldhave the following minimum requirements:

a) Graduate qualification in public finance, accounting or any other relevant field;

b) Demonstrated experience in participatory local government planning, budgeting, information dissemination, reporting and accountability mechanisms;

c) Demonstrated experience in public finance management including maintaining books of accounts;

d) Demonstrated experience in institutional strengthening of sub-national entities;

e) At least 5 years of post/graduate qualification experience working with and/or supporting public finance management.

f) Candidates with work experience in South Sudan or a similar developing fragile country will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (e-mail).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowersdated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
