- The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a Project Preparation Advance (grant) towardspreparation andimplementation of the Local Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the World Bank, International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for payment for the services of Engineers with Expertise in Public Procurement (2). (This position is for individual consultants not firms)
- The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it comprises four components: (i) block grantsto counties for Payam Development (PDG); (ii) community engagement; (iii) institutional strengthening; and (iv) implementation support.
- Objectives and Scope of the Assignment: A Fast Track Initiative (FTI) has been established to begin the community engagement and planning process in a number of counties that would ensure that the counties are prepared to receive and disburse the PDG.
The Engineers shall work with other project team members including Planning, Budgeting and Financial Management consultants and shallperform the following tasks:
a) Supporting the counties to develop technical specifications, cost estimates, and undertake safeguard screening of proposed subprojects, mainly based on standard designs and specifications.
b) Collaborate with Facilitating Partners (FPs) in each county in relation to the identification, planning, implementation support, and supervision of PDG funded local investment subprojects, with special emphasis on technical advice for community executed subprojects.
c) Supporting the counties and communitiesin procurement planning and management of the Procurement Process and compiling reports;
d) Supporting the counties to supervise physical execution of PDG funded projects including issuing of certificates and monitoring compliance with specified environmental and social mitigation measures;
e) Undertake othertasks detailed in the Terms of Reference(TOR) that will be provided upon submission of application (E-mail).
- Duration:The assignment is on full-time basis and expected to be executed over a period of twelve (12)calendar months.
- Selection Criteria:Applicants should have the following minimum requirements:
a) Graduate qualification in civil engineering;
b) At least5 years of post qualification experience relevant to small scale public works planning, execution and supervision;
c) Demonstrated experience in conducting or supporting theprocurement of small public works, including development of procurement plans, tender documents and standard forms.
d) Demonstrated experience in supporting local governments and communities managing the implementation of typical small scale infrastructure subprojects.
e) Demonstrated experience in institutional strengthening of sub-national entities.
f) Should be computer literate and fluent in English.
g) Candidates with work experience in South Sudan or a similar developing fragile country will have an added advantage
- The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (e-mail).
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowersdated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
- A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
