  • The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of theLocal Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the World Bank, International Development Associationas well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of the Senior Institutional Strengthening Specialist.
  • The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) implementation support.
  • Responsibilities: The Consultant shall work in the Project Management Unit and s/hewill have the key responsibility of overseeing the implementation of LGSD component 3 which supports capacity building for local governments to assume their responsibilities in the planning, implementation andoversight of local development activities and all the specific tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
  • Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.

The qualifications, experience and skills should include: Post graduate qualification in Public Administration or a related field; at least 10 years of post/graduate qualification experience relevant for the planning, delivery, coordination, and monitoring of public sector institutional strengthening programmes; work experience in South Sudan and/or a similar developing fragile country will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
  • A Consultant will be selected in accordance with theprocedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
