  • The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of theLocal Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of the Monitoring and Evaluation Officer.
  • The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project Management Support.
  • Responsibilities: The M& E Officer shall work in the Project Management Unit and s/he will have responsibilities including: monitoring and reporting the program activities across all components; rreview the Operation Manual reporting formats for the PMU; review reporting formats for the SPCSO staff; conduct training on data collection and M&E reporting formats for all relevant staff in the PMU, SPCSO and Countiesand undertake all the specific tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
  • Duration: The assignment will be for a period of twelve (12) months witha possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.
  • The qualification, experience and skills should include:

Bachelors Degree or equivalent in a relevant field; excellent computer skills including Microsoft Office tools; Minimum of at least 5 years experience in monitoring and evaluation of development programs;; demonstrated experience in training/capacity building in M&E, designing and implementation of results management/ monitoring and evaluation systems, managing a database system, data collection, analysis and results reporting

Work experience in South Sudan and/or a similar developing fragile country will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants byWorld Bank Borrowers dated January 2011("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
