The Government of the Republic of South Sudan (GoRSS) has applied for financing from the International Development Association and other bilateral donors including Denmark, Netherlands, Norway and Sweden towards the cost of South Sudan Local Governance and Service Delivery Program and intends to apply part of the proceeds for consulting services.

The program objective is to improve local governance and service delivery in participating counties in South Sudan. It will comprise of four components as follows:

  • Block grants to counties for Payam Development - This component aims to strengthen the intergovernmental grant system to incentivize community engagement in planning and oversight of local development activities and capacity of local government to implement subprojects and expand access to service facilities;
  • Community engagement - This component aims to support the engagement of citizens in the planning, implementation and oversight of local development activities at boma, payam and county levels;
  • Institutional strengthening - This component is to increase the capacity of local governments to assume their responsibilities in planning, budgeting, procurement, technical services (engineering), environmental and social safeguards management, financial management, monitoring and evaluation to effectively implementthe local development investment cycle; and
  • Implementation support - This component provides support for the establishment of a Project Management Unit (PMU) and a Project Coordination and Support Office (PCSO) in eachstate to support the management of the project.

The program aims to start implementation covering 8 counties in 4 states and will systematically extend to 40 counties in all 10states of South Sudan by end of the project.

The Ministry of Finance and Economic Planning (MoFEP) and Local Government Board (LGB) intend to apply part of the proceeds of this grant for consulting services under component 3.

The consulting services ("Services")which pertains to component 3 of the program, include provision of Technical Assistance (TA) for Institutional Strengthening of Local Governments (LGS) to build their capacity to enable them to effectively undertake their responsibilities in implementation and oversight of localdevelopment activities including the core functional areas of planning, budgeting, financial management, procurement, and technical services (engineering).

The TA will be expected to develop training methodology and materials; conduct training workshops at the state and county levels; and provide on the job capacity building support to staff in counties.

The technical assistance will be required for a period of about forty two (42) calendar months.

The Project Management Unit (PMU) of the Local Governance and Service Delivery Project in the Ministry of Finance and Economic Planning now invites eligible consulting firms ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are as follows:

a. General experience and capability in providing technical assistance for institutional strengthening at sub national levels;

b. Specific experience in successfully implementing similar assignments;

c. Experience of relevant services in an environment similar to that of South Sudan; and

d. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications andnumber of key staff. Do not provide CV of staff.)

Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDACredits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned..

A Consultant will be selected in accordance with the Qualityand Cost based Selection method (QCBS) set out in the Consultant Guidelines.
