NAME OF PROJECT: Resilient and Strategic Transport Operational Enhancement (RESTORE) Project

The Government of Malawi has received financing in the amount of US$65 Million equivalent from the World Bank towards the cost of the Resilient and Strategic Transport Operational Enhancement (RESTORE) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
Project Development Objective: The objective of the Project is to provide safe and climate-resilient transport connectivity in the Lower Shire. The project will include the following components:
Component 1: Resilient and Safe Transport Infrastructure Improvement.
This component will finance the improvement of the Thabwa–Chikwawa-Bangula section on M001 and Thabwa-Chitseko-Seveni (S152), and selected markets along M001, and preparatory work for S136 and S151.
Component 2: Climate Resilient Transport Asset Management.
This component will finance the establishment of a Road Asset Management System, which will mainstream climate resilience in the life cycle of the transport asset management process. This component aims to strengthen road asset management practices and procedures, and to build the technical and institutional capacity of sector institutions in climate-resilient transport asset management.
Component 3: Project Management.
This component will support establishment of the Project Implementing Unit (PIU) for project implementation, including supporting the PIU for World Bank fiduciary and safeguards compliance. The Project Implementation Unit (PIU) is working in collaboration with the Roads Authority (RA), Ministry of Transport and Public Works (MoTPW) and the Roads Fund Administration (RFA).
Component 4: Contingent Emergency Response Component (CERC).
The CERC is designed to mitigate situations of urgent need or capacity constraints and allows for the rapid reallocation of funding in the event of a natural disaster or crisis that has caused, or is likely to imminently cause, a major adverse economic and/or social impact.
The following Goods and Works will be procured under Open International Competitive procurement:
- Rehabilitation of M001 Section from Thabwa to Bangula (90 KM) and Improvement of Markets along M001 (Thabwa to Bangula).
- Procurement of Additional Equipment for Central Materials laboratory.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition, February 2025) (“Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
The Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, Roads Authority websiteQ www.ra.org.mw and “The Daily Times” and “The Nation” local newspapers.
