NAME OF PROJECT Sahel Regional Engagement for Learning and Collaboration in Education Project

The Government of Mauritania, the Government of Chad and the Association of African Universities (AAU) have received financing in the amount of US$ 137,150,000.00 million

from the World Bank toward the cost of the Sahel Regional Engagement for Learning and Collaboration in Education Project (Sahel RELANCE Project), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

This project will be jointly financed by the Sahel and West African Coastal Countries Umbrella Multi-Donor Trust Fund.

The Sahel RELANCE Project will be implemented in Chad and Mauritania, with the AAU serving as the Regional Implementation Unit (RIU).

The project will include the following components:

Component 1: Stepping up Policy Making and Implementation in Education

Sub-component 1.1 Establishing the Institute as a Regional Body and Ensuring its Institutional Readiness

Sub-component 1.2 Elaboration of Regional Education Policy, Improving Service Delivery, and Evaluation through Cross-border Collaboration

Component 2: Building Flexible and Resilient Education Pathways for Vulnerable Youth

Sub-component 2.1 Strengthening the Foundational Building Blocks for a Regional Open School

Sub-component 2.2 Piloting the First Generation of Open School Programs

Component 3: Project Management, Monitoring, and Evaluation

Sub-component 3.1 Strengthening the capacity of the AAU for Project management and implementation including establishment of a regional implementation unit.

Sub-component 3.2 Strengthening the capacity of the National Implementation Unit

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition February 2025 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The initialed procurement plan agreed with the World Bank shall be published on its external website and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and www.aau.org; www.education.gov.mr.

Early Market Engagement (EME) to provide further information on the project shall be held in due course after approval of the project by the World Bank. The date as well as mode of the EME will be announced on the websites indicated above.
