Re-Advertisement REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES INDIVIDUAL CONSULTANT SELECTION) Federal Democratic Republic of Ethiopia Governance modernization to enable efficient service delivery Project Credit No.: 6719 ET Assignment Title: System Quality Assurance Specialist Reference No. ET-CSC-477802-CS-INDV The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance modernization to enable efficient service delivery Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) seeks the service of a qualified and experienced Senior System Quality Assurance Specialist, shall be responsible to develop and implement quality assurance standards, conduct testing and validation of system integration, and ensure system compliances with national and international standards. The duration of consulting service is for 12 months with possible extension based on satisfactory performance. The Federal Civil Service Commission now invites eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: academic qualification, general and specific experience in the field, and experience in the Region. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
