Senior Expert to support the development of a single window for import, export and transit clearance (Guichet Unico de Importação e Exportação)

The World-Bank has approved a US$8.2 million credit to the Government of Guinea-Bissau(GoGB) intended to implement the Private Sector Rehabilitation and Agribusiness Development project (PRSPDA), to support the inclusive development of the cashew agribusiness sector and to promote entrepreneurship in other sectors of the economy.

The PRSPDAis seeking the services of an international Senior Expert in businessregulations and trade facilitation to support the Government of Guinea-Bissau in the design and implementation activities to turn the Guichet Unico into a true and effective single window that will combine in a single physical location the main entities involved in the import, export and transit processes. The consultant will work in tandem with alocally recruited consultant and as needed with a local lawyer. The consultant will provide support in regulatory and institutional development; Business Process mapping and process re-engineering; and re-launching the single window, including training for both the public and private sector member of the trade community. The consultant is expected to identifyequipment needs, including minimal investments in ICT, such as computers, for the proper functioning of the single window.

The consultant will report to the PRSPDA coordination unit. The duration of the consultancy will be 22 weeks (110 days). It is expected that the consultant will travel frequently to Bissau, including an initial inception mission of a minimum of 2 weeks and at least once every 3-4 weeks during implementation.

The selection criteria will comprise: (i) years of relevant experience; (ii) demonstrated familiarity with regional regulations; and (iii) demonstrated familiarity with customs systems, including electronic systems.

The expressions of interest should include a CV and a cover letter. They should have aversion in Portuguese or French, which can be a translation of the original documents.

The consultant will be selected in accordance with the Guidelines for Procurement of Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers.
