Senior Procurement and Contract Management Consultant — Huila-Cunene Interconnection Project (Angola)

REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) ANGOLA Huila-Cunene Interconnection Project (PIHC) - P512716 Loan No./Credit No./ Grant No.: 98860 Assignment Title: Individual Consultant - Senior Procurement Specialist Reference No. (as per Procurement Plan): AO-RNT-525432-CS-INDV The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Huila-Cunene Interconnection Project (PIHC - P512716) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing high-level procurement leadership, strategic guidance, and end-to-end execution for the PIHC, ensuring full compliance with World Bank Procurement Regulations. The Specialist will manage complex procurement processes, including high-value Works and Consultancy contracts, using the STEP system. The assignment is for an initial period of 12 months, based in Luanda.

The Project Implementation Unit (PIU) conducted by RNT-EP as implementing agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).

The criteria for selecting the Consultant are: • Bachelor’s Degree in Engineering, Economics, Business Administration, or Law. • Minimum 10 years of experience in procurement and contract management for projects financed by the World Bank or other International Financing Agencies. • Proven experience in contracting Works (at least two contracts valued >USD 20M each) and Consultancy Services (at least two contracts >USD 1M each). • Expertise in using the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system. • Fluency in English is mandatory; working knowledge of Portuguese is a significant advantage.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The recruitment process includes a Due Diligence and Reputational Verification phase. Only the top 3 to 5 ranked candidates who pass the background check will be invited for a mandatory technical and behavioral interview.
