Country: Republic of Mozambique Name of Project: Mozambique Safer Roads for Socio-Economic Integration(SRSEI) Grant No.: IDA-E0780 Assignment Title: Social and GBV Specialist, PMU Reference No. MZ-PMU-555680-CS-INDV The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) involves providing technical assistance to the PMU and implementing entities (including Technical Units (TUs) / Project Implementation Units (PIUs) and sector agencies) in the design, implementation, monitoring, and supervision of social management instruments (including Resettlement Action Plans—RAPs, Resettlement Policy Frameworks—RPFs, Stakeholder Engagement Plans—SEPs, SEA/SH Action Plan to prevent and mitigate GBV, and Grievance Redress Mechanisms—GRMs), as well as in the drafting and consolidation of technical progress reports.
Within their coordination role, the Specialist shall also coordinate social activities at the sector level, analyze performance and risk trends, and anticipate and preempt issues (e.g., delays in resettlement processes and compensation payments, community conflicts, recurring non-compliances, capacity weaknesses, social and GBV/SEA/SH incidents) through timely recommendations and corrective/preventive measures. The Specialist should support the development and continuous improvement of the PMU's social management system, including defining procedures, tools, and reporting routines.
They shall also identify gaps (technical, institutional, and operational), propose improvement measures, and support their implementation at project sites in order to contribute to the prevention and/or mitigation of potential social risks and impacts associated with the portfolio.. The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract.
The contract will be renewed upon satisfactory performance. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria.
It is mandatory to specify the reference number and the job title, for the EOI to be considered.The criteria for selecting the Consultant are found in section 7 of the Terms of reference. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
