REQUEST FOR EXPRESSIONS OF INTEREST

INDIVIDUAL CONSULTING SERVICES – SENIOR STAKEHOLDER ENGAGEMENT AND SOCIAL SPECIALIST

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Water Sector Institutional Development Project II (WSIDP II), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Senior Stakeholder Engagement and Social Specialist in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Senior Stakeholder Engagement and Social Specialist will be hired to help handling the oversight and coordination of the social activities associates to the works’ contracts in project sites under WSIDP 2 and RECLIMA under the directly supervision of the Coordenador Executivo do Projecto (CEP).

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The candidate for this position should have demonstrated procurement experience and knowledge of procedures applicable to multi-lateral financing. Specifically, the consultant should have:

Education:

  • At least a bachelor’s degree in social sciences or equivalent.
  • Post-graduation degrees in related fields will be a plus.

Professional Experience:

  • Minimum of 10 years of professional experience in implementation or supervision of community works, social intermediation, and community participation in infrastructure and service delivery projects or programs.
  • Experience in water and sanitation contracts or programs for peri-urban areas, and in gender-based violence (GBV) issues, will be an advantage.
  • Experience with development of resettlement plans (RPFs, RAPs) is necessary.
  • Experience in or participation in Environmental Impact Assessments (EIAs)/PGAS is desirable.
  • Experience in technical training and/or capacity building at central and local/community levels, including social engagement, gender, GBV/SEA/SH issues, is a plus.
  • Knowledge of the World Bank Environmental and Social Framework, particularly ESS5 (Land Acquisition, Restrictions on Land Use and Involuntary Resettlement) and ESS10 (Stakeholder Engagement and Community Participation).

Technical and Other Skills:

  • Working knowledge of Microsoft Word and Excel.
  • Experience working in the field of the assignment outside the country of residence; experience in CPLP countries will be a plus.
  • Fluency in Portuguese and working knowledge of English.

The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
