GENERAL PROCUREMENT NOTICE

COUNTRY: REPUBLIC OF SOUTH SUDAN

NAME OF PROJECT: South Sudan National Strategy for the Development of Statistics- Statistical Capacity Building Project/ Project Preparation Advance (PPA)

The Government of South Sudan has received a Project Preparation Advance in participation of a credit in the amount of US$9,000,000] from World Bank’s International Development Association (IDA) toward the cost of the South Sudan National Strategy for the Development of Statistics- Statistical Capacity building Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include the following Components:

Component A: Strengthening the legal and institutional framework: The project will support and strengthen the South Sudan National Statistical System’s legal and institutional framework for statistics including:(i) updating the NBS legal and regulatory framework governing statistics; (ii) improving the governance and accountability of statistics producers, facilitating producer-producer cooperation and strengthening the dialogue between official statistics producers and the user community through establishing the relevant forums and working groups and developing policies, protocols and memoranda for collaboration; and (iii) reorganization of NBS structures, policies and procedures to align with corporate priorities, all through the provision of training and technical advisory services.

Key Procurement activities:

  • Consultant to draft Statistical bill ,
  • Individual consultant to review the existing draft statistics Act and to prepare statistics regulations.
  • Individual consultant to establish of information dissemination policy,
  • Consultancy firm to revise NBS organogram, develop change management programme to improve staff incentives, reform pay structure, develop human resource development Strategy, develop incentive performance management scheme and develop annual staff evaluation reporting system and
  • Individual consultant to implement financial software.

Component B: Improving human resource capacity for production and management of statistics: The project will Support the NBS and other MDAs to build capacity in data production and management including development of the following: (i) the human resource function of NBS, including reviewing the scheme of service of government statisticians, developing and implementing a performance-based compensation system and improving human resource policies and procedures; (ii) a training plan for NSS staff and managers;(iii) a statistics curriculum for Juba University and placement program for students to NBS; (iv) a mentoring program for key staff and managers of NBS, and (v) an assessment of competencies and training needs, all through the provision of training and technical advisory services.

Key Procurement activities:

  • Individual consultancy for training needs assessment,
  • Individual technical assistants for short term training in leadership and management, ICT, statistics, report writing and presentation skills etc. and
  • Consultant to develop statistics curricular for public Universities. Component C: Information and Communication Technology and Statistical Infrastructure Development: The Project will support the NBS and MDAs to build information and communications technology (ICT) and statistical infrastructure, including: (i)the production of sample frames for surveys; (ii)the development of registers to supplement or facilitate statistical operations; (iii)the development of standards, concepts, definitions and protocols for statistical operations; (iv) the development of databases; (v)investments in ICT infrastructure; (vi) the development of Geographical Information Systems; (vii) the development of census tools; (viii) the establishment of a quality assurance framework for official statistics; and (ix) the development of plans and drawings for a new headquarters building for NBS, all through the provision of training, technical advisory services and the acquisition of goods.

  • Consultancy for ICT needs assessment and ICT Strategy,
  • Consultancy for restructuring website,
  • Technical consultancy for ICT support,
  • Consultant for GIS development (software licenses, database development, web-portal development and dissemination events),
  • Consultant to update of master sample frame based on population. and housing census,
  • Consultant to develop quality assessment framework including developing a compendium of standards, classification and definitions and Component D: Data development and Dissemination: The project will support to the NSS to generate, process and disseminate data products and services, including: (i) statistical surveys and censuses; (ii) poverty maps and other analytical products; and (iii) data compilation frameworks such as the system of national accounts, all through the provision of technical advisory services and the acquisition of goods.

Key Procurement activities:

  • Printing of poverty maps ,
  • Individual consultant for national account and
  • Surveys. Component E: Improving physical infrastructure and equipment: The plan addresses identified gaps in physical infrastructure, focusing on office space and ICT provision. Priorities include purchase of servers, infrastructure to network PCs, software packages to cover the entire NBS and development of an online infrastructure for data sharing and dissemination of statistical products.

Key Procurement activities:

  • Consultant to design and supervision NBS building and
  • Procurement of ICT equipment.

Component F: Project Management and Coordination: The project will Support to the NBS to strengthen its capacity for Project planning and budgeting, management, coordination, monitoring and evaluation activities, all through the provision of technical advisory services, training, operating costs and the acquisition of goods.

  • FM support to PFMU The procurement of goods and non-consultancy services will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers ( January 2011).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business , Bank’s external website and in – NGO-Forum, Juba Monitor and Citizen Newspaper in South Sudan. A complete set of bidding documents in English expected in July.
