The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds “CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING IN IMPLEMENTATION OF ENVIRONMENTAL AND SOCIAL MANAGEMENT FOR TANTIP PROJECTS THROUGH ENGAGEMENT OF LEAD ENVIRONMENTAL SPECIALIST
The Consulting Services (“the Services”) in order to ensure sustanaible implementation of road developments and Airport projects in relation to the World Bank Envirpnmental social Frame work (ESF) in a particular, the world Bank environmental social standards , TANROADS has set aside funds to finance recruitment of the social Expert to support TANROADS-PIT to implement requirement of the environmental and social commitment plan (ESCP) for the Tan Tip project

The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.
This Request for Expressions of Interest is open to: Individual Consultants.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:
Education
Minimum of Bachelor Degree in Natural Resources and Environment Management, Environment Science, Environmental Engineering, Climate Change, or any related discipline from recognized universities.
A Master’s degree in Environmental science related to the above disciplines or related field is expected.
Professional experience
She must have of six (6) years cumulative experience in addressing environmental and social challenges under the knowledge of the World Bank environmental and Social frame Work (ESF) application in roads/airports project;
He/ She must Demonstrate the knowledge on the use and application of the Word Bank ESF requirements including application of ESSs 1-10 e.g.GRM, SEP and LMP in at least two (2) road/airport projects similar nature;
He/She must have served in similar capacity for the preparation of the Environmental and Social Impact Assessments (ESIA) and Supervision monitoring of the Contractor Environmental and Social management Plans (C-ESMP); Health and Safety Management plan (HSMP) and other related sub-plans in least three (3) road/airports projects of similar nature;
He/She must have been computer literate with competency in word processing, spreadsheets, and slideshow/power point program;
Language and regional experience requirements
She/he must have a working experience in developing countries; particular working experience in Africa.
The candidate shall have a full working proficiency of written and spoken English and Kiswahili are Mandatory
Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.
The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September 2023 (“Procurement Regulations”).
