FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA ETHIOPIAN ROADS ADMINISTRATION REQUEST FOR EXPRESSIONS OF INTEREST (National Competitive Bidding) Country : Federal Democratic Republic of Ethiopia Project: Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor Grant No IDA –E216-ET Assignment Title: Consultancy Service Study, Plan and Detailed Engineering Design of ERA Road Academy Reference No ET-ERA-504359-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing/grant from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consulting services.

The Consultancy Service (“the Services”) for Study, Plan and Detailed Engineering Design of Road Academy includes but not limited to Pre-Design Studies and Baseline Information, Planning and Master Planning, Detailed Engineering Design and Institutional and Financial Analysis. The services will be conducted over a period of Twelve (12) months from the date of effectiveness of the contract (after an issuance of letter of commencement). Interested applicants may also obtain the TOR at the address given at the end of this notice. The Ethiopian Roads Administration (ERA), acting as an implementing agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Key Experts will not be evaluated at the shortlisting stage. The following criteria will be used to assess the Expression of Interest documents: • Company Establishment [regarding its Areas of Expertise, Core Business and Year in the Business] • Technical and Managerial Organization of the firm including Number and diversity of permanent personnel related to the service. • Experience: completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least the last ten years. • Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

Expressions of interest will be evaluated in accordance with the Public Procurement and Property Authority of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible consulting firms. Further information can be obtained at the address below during office hours, i.e.

0900 to 1700 hours. Expressions of interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by February 25, 2026 on or before 1700 hours Addis Ababa time (afternoon). Late submissions may be rejected.
