- The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone Land Administration Project (SLLAP) and intends to apply part of the proceeds toward payments under the contract for the Procurement of Satellite Imagery for Urban and Rural Areas of Sierra Leone with associated Metadata:

| 2 | Satellite Imagery for Rural Areas | 20,662 km2 | 1Set• The Ministry of Lands, Housing and Country Planning (MLHCP) now invites sealed Bids from eligible Bidders for the Supply of Satellite Imagery with associated Metadata to the premises of the MLHCP at Youyi Building Brookfield’s, Freetown within three (3) weeks.• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” sixth edition, dated February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40%, and for Bid cost: 60%.5. Interested eligible Bidders may obtain further information from the Project management Unit (PMU), Sierra Leone Land Administration Project (SLLAP) office located at the Ministry of Lands, Housing and Country Planning (MLHCP), 3rd Floor Youyi Building Brookfield’s, Freetown and inspect the bidding documents during office hours (0900 to 1700 hours Sierra Leone time) at the address given below.6. The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars (USD 100.00) or its equivalent in a freely convertible currency acceptable to the purchaser. The method of payment will be electronic Bank transfer (No Cash or Cheque payment is allowed at the Project Office). The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 3rd December 2025 at 1200 hours Sierra Leone time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.8. All Bids must be accompanied by a Bid Security in the amount of Twenty Thousand United States Dollars (USD 20,000) or its equivalent in a freely convertible currency acceptable to the Employer. The Bid Security shall be a bank guarantee and denominated in the currency of the Bid. The Bid Security shall at the minimum be valid up to 28 days after the Bid validity period stated in ITB 18.1.9.
