The Federal Democratic Republic of Ethiopia has received financing in the amount of US$ 200 million equivalent from the World Bank toward the cost of the Productive Safety Net Project 6, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

This project will be jointly financed by Donor Partners: Austrian Development Agency, Global Affairs Canada, Danish International Development Agency, Government of Ireland (Irish Aid), United Kingdom Foreign, Commonwealth and Development Office (FCDO), Gates Foundation, German Federal Ministry for Economic Cooperation and Development (BMZ), Embassy of the Kingdom of the Netherlands, Royal Norwegian Embassy, Swedish International Development Cooperation Agency, UNICEF, and World Food Programme (WFP).

The project will include the following components

Component 1: Promote Access to better Jobs and Livelihoods

Component 2: Build Resilience through Human Capital Development

Component 3: Improve Effectiveness of Adaptive Social Protection System

Component 4: Project Management, Monitoring and Evaluation, and Institutional strengthening.

The project will undertake Procurement of Goods including Vehicles (estimated amount $7million), Motor Bikes (estimated amount $ 5 Million), Solar water pumps (estimated amount $ 5 million), ICT equipment ((estimated amount $ 3 Million), and consultancy services such as Independent Procurement Audits ((estimated amount $ 800 thousand), Public Works (PW) and Livelihood Implementation Reviews (estimated amount $500 Thousand), PW Impact Assessment (estimated amount $350 Thousand), Baseline study (estimated amount $450 Thousand), Mid-Term Review/study (estimated amount $450 Thousand), End-line study (estimated amount $ 450 thousand) and Independent Verification Agency (IVA) ((estimated amount $350 thousand).

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers - Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services’, revised September, 2025, and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, , on the World Bank’s external website and Ethiopian Herald News Paper.

Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts [Not Applicable].1
