Technical assistance in behavioral economics to combat and prevent corruption in international trade

The Republic of Guinea-Bissau has received a loan from the International Development Association (IDA) to implement the Private Sector Rehabilitation and Agribusiness Development Project (PSRADP). The project's development objective is to support an inclusive development of the cashew agribusiness sector and promote entrepreneurship in other sectors of the economy. To achieve these objectives, the Project seeks to address institutional constraints to revitalize the private sector and develop the cashew value chain.

A study supported by the PSRADP found that 35 procedures was required for the clearance of products and that at least 10 to 14 officials from different agencies participate in customs clearing upon the arrival of merchandise. Manual customs procedures and poor controls on duty and tax payments create opportunities for informal negotiations between border officials and the trading community.

The Customs Directorate (DGA) identified the fight against fraud and corruption as one of the priorities of its strategic plan. In this sense, DGA management also requested PRSPDA’s support under axis #6 "Reinforcement of Surveillance and Fraud Prevention" of its strategic plan. This request for expressions of interest is meant to recruit a consulting firm ("consultant") to assist the Government of Guinea-Bissau in the implementation of anti-corruption actions through behavioral economics approaches.

The shortlisting criteria include the following:

  • Experience in designing programs involving behavioral economics, especially in Sub-Saharan Africa;
  • Experience in impact assessments;
  • Experience in anti-corruption projects;
  • Availability to mobilize a team to work in Guinea-Bissau; A Consultant (firm) will be selected in accordance with the Guidelines: Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014). A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines. The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest.

Consultants can partner with other companies in partnership or sub-consultancy to improve their qualifications.

The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.
