GENERAL PROCUREMENT NOTICE

The Government of the United Republic of Tanzania has applied for financing in the amount equivalent of US$ 200 million from the World Bank towards the cost of the Dodoma Integrated and Sustainable Transport (DIST) Project, and it intends to apply part of the proceeds for payments for goods, works, related services and consulting services to be procured under this Project.

The principal objective of the project is to address the priority investment needs, selected areas in Dodoma and enhance institutional capacity in the urban transport sector in Tanzania playing a key role in the socio-economic activities of the areas.

The Project will include the following main components:

A. Civil Works

  • Improvement of Major Roads in CBD (6.88km) and widening of part of Arterial Roads (15.1km) along Dodoma – Iringa and Dodoma – Babati Trunk Roads Under Design and Build Contract.
  • Upgrading of Ndachi and Chidachi Community Roads (22.8Km) to appropriate sealing standard in Dodoma City,
  • Rehabilitation works of Martin Luther-Wajenzi and Central Business District (CBD) roads (16.3Km) to appropriate sealing standard in Dodoma City,
  • Construction of Lot 1,2&3) of Non-Motorized and Transport (88.6Km) within Dodoma City, and,
  • Construction of Bus infrastructure and associated facilities.

B: Consultancy Services

  • Consultancy Services for Review of the Design, Construction Supervision and Management of Works Contract for Improvement of Major Roads in CBD (6.88km) and widening of part of Arterial Roads (15.1km) along Dodoma – Iringa and Dodoma – Babati Trunk Roads Under Design and Build Contract,
  • Consultancy Services for independent Road Safety Audit for DIST Project,
  • Consultancy Services to Study and identify needs to improve transport mobility including designs for follow on projects in other cities,
  • Consultancy Services for Development of intelligent traffic system (ITS) in Dodoma including capacity building in the traffic management, planning and designs,
  • Consultancy Services for Preparation of urban road design guidelines for Tanzania under Ministry of Works,
  • Consultancy Services for economic Assessment, Detailed Engineering Design, preparation of Tender Documents and Construction Supervision for Upgrading of Local Access Roads (70.8 km) to appropriate Sealing Standard, Improvement of Non-Motorized Transport (88.6km) Roads Network and Treatment of Critical Junction in Dodoma City Council,
  • Provision of Consultancy services for conducting ESIA and preparation of RAP in upgrading of 70.8km local access roads to appropriate sealing standard and improvement of 88.6km NMT roads network in Dodoma City Council,
  • Procurement of Procurement Specialist (Individual Consultant) for the DIST Project
  • Procurement of Gender Based Violence Expert (Individual Consultant) for the DIST Project,
  • Procurement of Non-Motorized Transport Expert (Individual Consultant) for the DIST Project,
  • Procurement of Urban Transport Engineer (Individual Consultant) for the DIST Project
  • Procurement of Social Expert (Individual Consultant) for the DIST Project,
  • Procurement of Environmental Expert (Individual Consultant) for the DIST Project.
  • Consultancy Services for Feasibility study, transaction and implementation support for LATRA,
  • Consultancy Services for preparation of business model for LATRA.
  • Consultancy Services for Preparation of Parking Management Strategy,
  • Consultancy Services for Design Review and supervision of Construction of Bus infrastructure and associated facilities,
  • Consultancy Services for Development of Land-use and transport integrated planning study (Station area development, review of coordination mechanisms, corridor development strategy, CBD development) to achieve Transit oriented development (TOD), and,
  • Urban Transport Planner Specialist.

Procurement of Works, Goods, Non-Consulting and Consulting Services Contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers” Sixth Edition March 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Regulations. After the Project negotiations, the World Bank shall arrange the publication, on its external website, of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific Procurement Notices (SPN) for Contracts subject to open International Competitive Bidding (ICB) procedures and for Contracts for Consultancy Services will be announced, as they become available, in UN Development Business online, dgMarket and in local newspapers in Tanzania and in the Tanzania National e-Procurement System (NeST).

Some of procurement activities for the project will be processed through NeST. Thus, all prospective bidders/Consultants interested to participate in bid opportunities under this project are required to be registered as users of the system. The registration is open to all local and international bidders/Consultants. Bidders/Consultants already registered to use NeST need not register again. All bidders are encouraged to use the system User Guides or Suppliers Training Videos which can be accessed at https://www.nest.go.tz. Initial Selection of suppliers and contractors will be required for Improvement of Major Roads in CBD (6.88km) and widening of part of Arterial Roads (15.1km) along Dodoma – Iringa and Dodoma – Babati Trunk Roads Under Design and Build Contract.
