The Government of the Republic of South Sudan has applied for financing to International Development Association for the Local Governance and Service Delivery Program in the amount of US$ 50 million equivalent and has secured US$ 2,600,000.00 of the amount as Project Preparatory Advance. Further financing of about US$ 50 million is expected from other donors including Denmark, Netherlands, Norway and Sweden..The Government intends to apply part of the proceedsto pay for goods, works, consulting and related services to be procured under this program.

The project will include the following Components:

Component 1: Block Grants to Counties for Payam Development. The component aims to strengthen the intergovernmental grant system to incentivize accountability and capacity of local government to provide basic infrastructurein response to community demand.

The component will finance community identified small size infrastructure which would include construction or repair of (non-motorized) hand-pumps,tanks, dug wells, boreholes and haffirs, improvements of existing water schemes, repair of latrines, rehabilitation of local roads (using labor based methods only), constructionor rehabilitation of existing PHCC or PHCU where health worker already present, construction or rehabilitation of existing primary schools where teacher is already present, construction or rehabilitation of foot paths, culverts and bridges. It also includes construction or repair of public market places, repair of livestock dips and small-scale community irrigation schemes.

Component 2. Community Engagement: This component aims to facilitate and strengthen the engagement of communities in the planning, implementation and accountability of local development activities with a particular focus on vulnerable social groups and their access to social and economic infrastructure and will also address local drivers of conflict.

Through this component separate NGOs or similar agencies will be procured to provide Technical Assistance (TA) towards achieving the component aim. The TAs will comprise a Coordinating Agency (CA) at national level that will be responsible for ensuring harmonization of community engagement approach across states; and separate TAs (NGOs or similar agencies) will be contracted as Facilitation Partners in each state to implement the community engagement activities.

Component 3. Institutional Strengthening: This component is to increase the capacity of local governments to fulfill the roles and undertake the functions required including planning, budgeting,procurement, technical services (engineering), environmental and social safeguards management, financial management, monitoring and evaluation to effectively implement the local development investment cycle.

This component will finance technical assistance (Firms) that will beprocured to provide the technical support for institutional strengthening of the local governments in the listed functions. Additionally, separate individual TAs will be procured to support a Fast Track Initiative (FTI). The FTI support will be provided in two broad areas: (i) planning, budgeting and financial management; and (ii) engineering and procurement.

Component 4. Project Management Support: This component provides support for the establishment of a Project Management Unit (PMU) to support the management of the project, including technical, financial, procurement, social and environment safeguards management, monitoring and evaluation. This component, will procure individual Consultants (procurement, financial management, monitoring and evaluation, safeguards, etc.) to constitute the Project Management Unit (PMU). Likewise in each state a PCSO with a full-time State Coordinator and additional administrative support and TAstaff will be funded. This component will also finance the purchase of vehicles, motorcycles, computers and accessories and office furniture and equipment. It will also finance rehabilitation works on office buildings.

Procurement of goods, works and services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition) , and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices (SPNs) for contracts for Goods and related services and consultancy services will be announced, as they become available, in UN Development Business website (www.devbusiness.com) and in local newspapers in South Sudan.

Prequalification of suppliers and contractors will not be required for any contract. All such contracts under the project shall be subject to post qualification requirements which will be provided in SPNs.
