The Federal Government of Somalia has received financing from the World Bank toward the cost of Somali - Horn of Africa Infrastructure Integration Project (SHIIP) and intends to apply part of the proceeds for engagement of a consulting Firm to conduct A study to inform Somali’s regional integration Strategy (Economic & connectivity corridors).
The consulting services (“the Services”) include Conducting conduct an in-depth analysis of the existing infrastructure, trade routes, and connectivity challenges within Somalia and surrounding regions. This study Will serve to:
• Identify key economic corridors that can facilitate trade and investment.
• Assess the infrastructure requirements for improved connectivity.
• Propose strategies that align with regional integration efforts and promote sustainable economic development.
The Consultant will undertake all the specific tasks detailed out in the Terms of Reference.
The duration of the assignment is expected to take a maximum of Eighteen (18) months.

The Ministry of Public Works, Reconstruction and Housing (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:
a) Core business of the firm and at least 10 years in business
b) Specific experience in successfully implementing similar assignments. 8 years of prior experience in the fields of strategic Development, conducting studies and quantitative and qualitative field research. The Consultant shall provide the name and contact details of the Client (office and e-mail address and telephone number), date (s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
c) Experience of relevant services in an environment similar to that of the Horn of Africa.
d) Technical and managerial organization of the firm (provide only the structure of the organization.). Do not provide CVs of key staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to section III para 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 202 and September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
